แนวคิดการมีส่วนร่วมของประชาชน เพื่อการพัฒนาชุมชนที่ยั่งยืน Public Participation Approach for Sustainable Community Development

Abstract

แนวคิดการมีส่วนร่วมของประชาชน (Public Participation Approach) ถือว่าเป็นตัวอย่างแนวคิดหนึ่งที่มีส่วนช่วยให้เกิดกระบวนการสื่อสารหรือการแลกเปลี่ยนข่าวสารระหว่างสมาชิกในสังคมหรือชุมชนให้เป็นไปได้โดยสะดวกขึ้น ความเป็นชุมชนเข้มแข็ง (Strong Community) จะเกิดขึ้นได้ หากสมาชิกของชุมชนมีส่วนร่วมในการติดต่อสื่อสาร การแลกเปลี่ยนความคิดเห็นซึ่งกันและกัน เพราะการมีส่วนร่วมของสมาชิกในชุมชนนี้ จะเป็นพลังชุมชนที่ผลักดันให้เกิดการสนับสนุนการดำเนินกิจกรรมต่าง ๆ เพื่อการพัฒนาของชุมชนในแต่ละขั้นตอนให้บรรลุเป้าหมายประเทศกำลังพัฒนา เช่นประเทศไทยเองนั้น ยังจำเป็นต้องอาศัยกระบวนการมีส่วนร่วมของประชาชนเพื่อเป็นกลไกสำคัญในการพัฒนาสังคมหรือชุมชนให้เป็นไปอย่างยั่งยืน (Sustainable Community Development) โดยเฉพาะอย่างยิ่งชุมชนที่อยู่ในเขตพื้นที่ชนบทที่มีบริบทเฉพาะตน บทความนีมี้วัตถุประสงค์เพื่อศึกษาวิเคราะห์การใช้แนวคิดการมีส่วนร่วมที่สามารถช่วยระดมพลังในการพัฒนาชุมชน จากงานวิจัยในบริบทของสังคมไทย ตลอดจนชี้ให้เห็นถึงความสำคัญของการใช้แนวคิดและกระบวนการมีส่วนร่วมของประชาชนในการพัฒนาที่เหมาะสมกับบริบทของชุมชน เพื่อให้บรรลุวัตถุประสงค์ของการพัฒนาชุมชนอย่างยั่งยืนต่อไปได้Public participation approach is a paradigm encouraging communication process and interactions among members of the society or community, and the real sense of community is born in its process. It is an important mechanism and a driving force that turns into a “strong community”. Community participation in its own development is important due to the need for increased community empowerment to motivate the active contributions of members.Developing countries such as Thailand require a public participation approach to achieve sustainable community development, especially in rural communities having their own context. The purpose of this article is to analyze the application of such an approach from the research in Thai context, and to declare the importance of empowering sustainable community development in accordance with community’s conditions and development objectives.
