จริยธรรมการอยู่ร่วมกันของชุมชนกับแรงงานข้ามชาติกัมพูชา: กรณีศึกษาชุมชนชานเมืองในจังหวัดปทุมธานี Social Ethics for Coexistence of Local Community and Cambodian Migrant Workers: Case Study of a Suburbun Community in Pathumthani Province

Abstract

บทความวิจัยเรื่องนี้เป็นผลของการศึกษาชุมชนชานเมืองซึ่งเป็นพื้นที่รองรับการขยายตัวของเศรษฐกิจและอุตสาหกรรมในเขตปริมณฑลของกรุงเทพมหานครซึ่งส่งผลให้ชุมชนดั้งเดิมเกิดการเปลี่ยนแปลงทั้งในเชิงกายภาพและสังคมวัฒนธรรมจากการก่อสร้างโรงงานอุตสาหกรรมและการอพยพเข้ามาของกลุ่มแรงงานที่มาจากหลากหลายชาติพันธุ์และวัฒนธรรม โดยในการศึกษาให้ความสำคัญกับการพัฒนาความสัมพันธ์ระหว่างชาวบ้านดั้งเดิมกับกลุ่มแรงงานจากประเทศกัมพูชา ศึกษาการปรับตัวของคนในชุมชนกับการเปลี่ยนแปลงทางสังคมและเศรษฐกิจ การสร้างจริยธรรมทางสังคมหรือข้อตกลงเพื่อการอยู่ร่วมกันในชุมชนพหุวัฒนธรรม และศึกษาเงื่อนไขของความเป็นไปได้ในการสร้างสังคมพหุวัฒนธรรม ผลการศึกษาพบว่าชุมชนแห่งนี้เกิดการปรับตัวทางสังคมและเศรษฐกิจ คือชาวบ้านมีการประกอบอาชีพอย่างหลากหลาย มีการสร้างข้อตกลงในการอยู่ร่วมกันทั้งในระดับชุมชนและในระดับหอพัก และพบเงื่อนไขของการอยู่ร่วมกันในสังคมพหุวัฒนธรรม ขึ้นอยู่กับความอดกลั้นในระดับปัจเจก ระดับความเข้มข้นของอคติทางชาติพันธุ์ การมีตัวกลางเพื่อประสานความสัมพันธ์ การสร้างพื้นที่สาธารณะที่ประชาชนทุกกลุ่มสามารถเข้าไปใช้ประโยชน์เพื่อเป็นพื้นที่เรียนรู้ร่วมกันได้ นอกจากนี้ การสนับสนุนในเชิงนโยบายทั้งในระดับประเทศและระดับท้องถิ่นก็มีส่วนสำคัญในการสร้างชุมชนพหุวัฒนธรรมอีกด้วยThis article is developed from a study on a suburban community which has become an area for economic and industrial expansion in Bangkok metropolitan. Consequently, the local community has faced both physical and socio-cultural changes from factory construction and migration of multinational/multicultural migrant workers. This article mainly focused the development of relationships between local residents and migrant workers from Cambodia. Topics examined include how local residents have adapted to socio-economic changes, how social ethics or common rules and agreements have been developed for the multicultural community to coexist, and what factors have been to these developments.The study found this community has adapted economically and socially by diversifying jobs and establishing social ethics for coexistence in both community level and residential level (e.g. dormitory, rented apartment). Subsequently, harmonious coexistence of the multicultural community has depend on the following factors: tolerance at individual level, degree of ethical/racial prejudices, availability of mediators, availability of and access to public spaces which serve as common learning ground among all groups. Last but not least, the study found that policies to encourage multiculturalism at both local and national levels have been significant for creating multicultural community.
