กระบวนการดำเนินงานของเครือข่ายชุมชนในพื้นที่ตำบลสะเอียบ อำเภอสอง จังหวัดแพร่ The Community Network Operations Process in Sa-eab Sub District, Song District, Phrae Province

Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการดำเนินงานของเครือข่ายชุมชนในพื้นที่ตำบล      สะเอียบ และศึกษาปัจจัยสนับสนุนและปัจจัยที่เป็นอุปสรรคต่อกระบวนการดำเนินงานของเครือข่ายชุมชนในพื้นที่ตำบลสะเอียบ โดยใช้วิธีการวิจัยเชิงคุณภาพ ด้วยการศึกษาเอกสาร การสังเกตการณ์แบบไม่มีส่วนร่วมและการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลที่คัดเลือกมาโดยวิธีการสุ่มแบบบอกต่อ จำนวน 22 คน                                                                  ผลการวิจัยพบว่า กระบวนการดำเนินงานของเครือข่ายชุมชนในพื้นที่ตำบลสะเอียบ สามารถอธิบายได้ 4 ระยะ ได้แก่ ระยะที่ 1 การก่อตัวของเครือข่าย ระยะที่ 2 การขยายตัวของเครือข่าย ระยะที่ 3 การดำเนินงานของเครือข่ายและระยะที่ 4 หลังการดำเนินงานตามเป้าหมายของเครือข่าย โดยปัจจัยเกื้อหนุนกระบวนการดำเนินงานของเครือข่ายชุมชน ได้แก่ ปัจจัยด้านผู้นำ ปัจจัยด้านการสนับสนุนจากองค์กรไม่แสวงผลกำไรและปัจจัยด้านทุนทางสังคมในบริบททางวัฒนธรรมของชาวบ้านตำบลสะเอียบ ในขณะที่ปัจจัยที่เป็นอุปสรรคต่อกระบวนการดำเนินงานของเครือข่ายชุมชน ได้แก่ ปัจจัยด้านความขัดแย้งระหว่างสมาชิกเครือข่ายและปัจจัยด้านการแทรกแซงทางการเมืองระดับชาติ This research aimed to study the community network operations process in Sa-eab sub district and study supporting factors and the factors that hindered the community network operations process in Sa-eab sub district. The study was qualitative research using documentary study, non-participant observations and in-depth interview from 22 key informants, who were selected by using snowball sampling.The results revealed that the community network operations process in Sa-eab sub district could be described in 4 sessions: (1) The establishment of network, (2) The expansion of network, (3) The movement of network and (4) After the implementation of the network goals. The supporting factors to the community network operations process were (1) leadership, (2) the support of non-profit organization and (3) the social capital in culture context of the people in Sa-eab sub district. The factors that hindered to the community network operations process were (1) the conflict among network members and (2) the national politic intervention.
