The Local Media and Expressing of the Localness of Media during Community Faces Disasters

การสื่อสารภัยพิบัติถือเป็นหน้าที่หนึ่งของสื่อท้องถิ่นที่สะท้อนบทบาทความเป็นสื่อท้องถิ่นให้กับประชาชนที่อยู่ในพื้นที่ แต่เหตุใดเมื่อชุมชนท้องถิ่นประสบกับภัยพิบัติ กลับพบว่าแทบไม่เห็นความคาดหวังและการเรียกร้องให้สื่อท้องถิ่นทำหน้าที่เหมือนที่เกิดขึ้นกับสื่อกระแสหลักระดับชาติ สาเหตุดังกล่าวนั้นอาจเป็นเพราะการแสดงบทบาทของสื่อท้องถิ่นยังไม่เพียงพอ บทความนี้จึงศึกษาการรายงานเหตุการณ์ที่มีคุณค่าข่าวสูง คือ ช่วงที่ชุมชนประสบวิกฤติน้ำท่วมและฝุ่นควัน PM 2.5 เกินค่ามาตรฐานบนแพลตฟอร์มออนไลน์ของสื่อท้องถิ่นในจังหวัดเชียงใหม่และจังหวัดพะเยา จำนวน 5 แห่ง โดยมีวัตถุประสงค์เพื่อเข้าใจถึงบทบาทของสื่อท้องถิ่นในยามที่ชุมชนประสบปัญหาภัยพิบัติผ่านการนำเสนอข้อมูลข่าวสาร และศึกษาการนำเสนอเนื้อหาที่ตอบสนองชุมชนท้องถิ่นตามหลักการและคุณค่าของสื่อท้องถิ่น โดยใช้การวิเคราะห์เนื้อหาของสื่อท้องถิ่นนำเสนอในช่วงเวลาก่อน ระหว่าง และหลังการเกิดภัยพิบัติ ผลการวิจัย พบว่า บทบาทของสื่อท้องถิ่นแตกต่างกันตามประเภทภัยพิบัติและแสดงถึงบทบาทของการเป็นสื่อมวลชนได้มากกว่าบทบาทความเป็นสื่อท้องถิ่น Disaster reporting is one of the functions of the local media that reflects the role of local media to the local people, but when the local community faces a disaster, we hardly see the expectations and voices for the local media to do as the national mainstream media, it’s because of the role of local media have not done enough. Based on that consideration, this article is interested in news reporting on five online local media in Chiang Mai and Phayao provinces during disasters, floods, and haze pollution (PM 2.5) life cycle. The two objectives applied to this article are to understand the role of local media and to study news reporting when their community faces disasters. Local media content in 3 periods, before, during, and after a disaster, were analyzed. The study results show that the local media’s role differs according to the type of disaster and is expressed in more mass media’s role than the local media philosophy.References
