การพัฒนาการปฏิบัติงานของอาสาสมัครตำรวจบ้านในประเทศไทย

Abstract

บทคัดย่อ          บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการปฏิบัติงานของอาสาสมัครตำรวจบ้านในปัจจุบัน ศึกษาอิทธิพลของปัจจัยที่ส่งผลต่อประสิทธิผลในการปฏิบัติงานของอาสาสมัครตำรวจบ้าน เสนอแนวทางการปฏิบัติงานของอาสาสมัครตำรวจบ้านที่เหมาะสมกับบริบทของตำรวจไทยใช้แบบันทึกข้อมูลเกี่ยวกับงานวิจัยเชิงคุณภาพและใช้แบบสอบถามในการตรวจสอบเพื่อยืนยันองค์ประกอบตามทฤษฎีโดยเก็บข้อมูลจากกลุ่มประชากรจากอาสาสมัครตำรวจบ้านในพื้นที่สถานีตำรวจภายในตำรวจภูธรจังหวัดพิษณุโลก ผู้บริหารของสถานีตำรวจ และคณะกรรมการการตรวจสอบและติดตมการบริหารงานตำรวจ (กต.ตร.) ภาคประชาชน สถิติที่ใช้ในการวิเคราะห์ คือ t-Test one-way ANOVA X2 วิเคราะห์สหสัมพันธ์และการวิเคราะห์ถดถอยพหูคูณ (Multiple Regression) วิเคราะห์ความสัมพันธ์เชิงสาเหตุของตัวแปรโดยใช้การวิเคราะห์ด้วยโมเดลลิสเรล จากการวิเคราะห์ปัจจัยเชิงสำรวจ พบว่า ความสัมพันธ์เชิงสาเหตุของการปฏิบัติงานของอาสาสมัครตำรวจบ้านในประเทศไทยประกอบด้วยปัจจัย 3 ด้าน คือ ปัจจัยด้านลักษณะส่วนบุคคล ปัจจัยด้านการมีส่วนร่วม, ปัจจัยด้านการบริหารงานบุคคลของอาสาสมัครตำรวจบ้าน ส่วนการวิเคราะห์ความสัมพันธ์เชิงสาเหตุของตัวแปรโดยการใช้การวิเคราะห์ด้วยโมเดลลิสเรล พบว่า สิ่งเร้า/กระตุ้นทั้งสามด้าน มีค่าขนาดอิทธิพลกับประสิทธิพลกานปฏิบัติงานของอาสาสมัครตำรวจบ้านในประเทศไทยค่อนข้างสูง   Abstract            This research aimed to study the performance of volunteer police in the present, the effect of factors influencing the performance of the volunteer police, propose the appropriate performance to the context of the police officers in Thailand by using data on qualitative research and questionnaires to verify the theory by demographic data collection from the police volunteer in Phitsanulok province, police executives, professionals of various fields, the police officers who work as policemen, and The Committee of Police Work Administration Audit and Monitoring. The statistics used in the analysis is the analysis of variance. Statistical hypothesis testing and statistical t, F, correlation analysis and multiple regression analysis of the causal relationship of variables using LISREL model analysis were used in the study. The analysis of the survey revealed that there are 3 aspects of the causal relationship of the performance of the volunteer police in the country; personal characteristics, participation, and personnel management of the subjects. The analysis of the causal relationship of variables using LISREL model analysis showed that the effect size and the operational effectiveness of stimulus / stimuli on three aspects of the volunteer police in Thailand were rather high.
