การประเมินโครงการวัฒนธรรมไทยสายใยชุมชน: กรณีศึกษาตำบลลำพญา และตำบลหินมูล อำเภอบางเลน จังหวัดนครปฐม

Abstract

บทคัดย่อ         การประเมินมีวัตถุประสงค์เพื่อประเมินบริบท (Context) ปัจจัยนำเข้า (Input) กระบวนการ (Process) และผลผลิต (Product) และศึกษาผลกระทบ (Impact) และปัญหาอุปสรรคการดำเนินงานโครงการวัฒนธรรมไทยสายใยชุมชนโดยประยุกต์ใช้รูปแบบการประเมินแบบซิปป์ (CIPP Model) ของสตัฟเฟิลบีมและคณะ (Stufflebeam and Other) เป็นกรอบในการประเมิน ผู้วิจัยเก็บข้อมูลด้วยแบบสอบถาม และแบบสัมภาษณ์ กับประชากรและกลุ่มตัวอย่าง ประกอบด้วยบุคลากรของสำนกงานวัฒนธรรมจังหวัดจำนวน 5 คน คณะกรรมการวัฒนธรรมไทยสายใยชุมชน จำนวน 34 คน บุลากรของหน่วยงานที่เกี่ยวข้องและผู้นำชุมชน จำนวน 30 คนใช้วิธีเลือกกลุ่มตัวอย่างแบบเจาะจง (Purposive Sampling) และกลุ่มตัวอย่างเด็กเยาวชน และประชนชน แบ่งเป็น ตำบลลำพญา จำนวน 370 คน และตำบลหินมูล จำนวน 375 คน กำหนดขนาดของกลุ่มตัวอย่างจากการเปิดตาราง Taro Yamane ความคลาดเคลื่อนที่ระดับ 0.5 ได้มาด้วยวิธีการเลือกแบบบังเอิญ (Accidental sampling)         ผลการประเมิน ด้านบริบท (Context Evaluation) ตำบลลำพญา ประชาชนมีความต้องการในการพัฒนาชุมชนสอดคล้องกับวัตถุประสงค์ของโครงการวัฒนธรรมไทยสายใยชุมชนโดยรวมอยู่ในระดับมาก มีคะแนนเฉลี่ยเท่ากับ 8.81 สูงกว่าเกณฑ์ และตำบลหินมูล ประชาชนมีความต้องการในการพัฒนาชุมชนสอดคล้องกับวัตถุประสงค์ของโครงการวัฒนธรรมไทยสายใยชุมชนโดยรวมมอยู่ในระดับค่อนข้างมาก มีคะแนนเฉลี่ยเท่ากับ 7.87 ต่ำกว่าเกณฑ์ด้นปัจจัยนำเข้า (Input Evaluation) ตำบลลำพญา ความเหมาะสมของปัจจัยนำเข้าโดยรวมอยู่ในระดับปานกลาง มีคะแนนเฉลี่ยเท่ากับ 3.45 ต่ำกว่าเกณฑ์ และตำบลหินมูล ความเหมะสมของปัจจัยนำเข้าโดยรวมอยู่ในรับปานกลาง มีคะแนนเฉลี่ยเท่ากับ 3.14 ต่ำกว่าเกณฑ์ด้านกระบวนการ (Process Evaluation) ตำบลลำพญา ความเหมาะสมของกระบวนการการดำเนินงานโดยรวมอยู่ในระดับปานกลาง มีคะแนนเฉลี่ยเท่ากับ 3.18 ต่ำกว่าเกณฑ์ และตำบลหินมูล ความเหมาะสมของกระบวนการดำเนินงานโดยรวมอยู่ในระดับปานกลาง มีคะแนนเฉลี่ยเท่ากับ 3.05 ต่ำกว่าเกณฑ์ ด้านผลผลิต (Product Evaluation) ตำบลลำพญา กิจกรรมที่ประชาชนรู้จัก/รับรู้ และเคยเข้าร่วม/ใช้ประโยชน์จากกิจกรรมมากที่สุด คือ กิจกรรมด้านการส่งเสริมอาชีพ คือ ตลาดน้ำลำพญา มีผู้เข้าร่วมกิจกรรม จำนวน 353 คน คิดเป็นร้อยละ 98.1 และผู้เข้าร่วมกิจกรรมมีความพอใจอยู่ในระดับมากมีคะแนนเฉลี่ยเท่ากับ 4.25 สูงกว่าเกณฑ์ กิจกรรมที่ประชาชนรู้จัก/รับรู้แต่ไม่เคยเข้าร่วม/ใช้ประโยชน์จากกิจกรรมมากที่สุดคือ กิจกรรมด้านสารสนเทศและห้องสมุด คือ ศูนย์การเรียนรู้ตำบลลำพญา มีผู้ไม่เคยเข้าร่วมกิจกรรมจำนวน 82 คน คิดเป็นร้อยละ 22.8 และเป็นกิจกรรมที่ประชาชนไม่รู้จัก/ไม่เคยรับรู้มากที่สุด คือ กิจกรรมด้านพิพิธภัณฑ์ คือ บ้านภัณฑารักษ์ มีผู้ไม่รู้จักจำนวน 325 คน คิดเป็นร้อยละ 90.3 และตำบลหินมูล กิจกรรมที่ประชาชนรู้จัก/รับรู้และเคยเข้าร่วม/ ใช้ประโยชน์จากกิจกรรมมากที่สุด คือ กิจกรรมด้านสารสนเทศและห้องสมุด คือ ศาลาอ่านหนังสือประชาชนประจำหมู่บ้านหินมูล มีผู้เข้าร่วมกิจกรรม จำนวน 244 คน คิดเป็นร้อยละ 66.8 และผู้เข้าร่วมกิจกรรมีความพึงพอใจอยู่ในระดับมาก มีคะแนนเฉลี่ยเท่ากับ 3.63 สูวกว่าเกณฑ์ กิจกรรมที่ประชาชนรู้จัก/รับรู้ แต่ไม่เคยเข้าร่วม/ใช้ประโยชน์จากกิจกรรมมากที่สุด คือ กิจกรรมด้านการส่งเสริมอาชีพ คือ การผลิตน้ำยาคลานเส้น มีผู้ไม่เคยเข้าร่วมกิจกรรมจำนวน 195 คน คิดเป็นร้อยละ53.4 และกิจกรรมที่ประชาชนไม่รู้จัก/ไม่เคยรับรู้มากที่สุด คือ กิจกรรมด้านการส่งเสริมอาชีพ คือ การทำดอกไม้จันทน์ มีผู้ไม่รู้จักจำนวน 34 คนคิดเป็นร้อยละ 9.3 ด้านผลกระทบ (Impact Evaluation) และปัญหาอุปสรรค ผลกระทบที่เกิดขึ้นจากการจัดโครงการวัฒนธรรมไทยสายใยชุมชน ด้านการมรส่วนร่วมของชุมชน ด้านการมีส่วนร่วมของชุมชน คือ คนในชุมชนเข้ามามีส่วนร่วมในขั้นตอนของการวางแผน และร่วมทำกิจกรรมผลกระทบด้านการส่งเสริมอาชีพของคนในชุมชน ช่วยสร้างความเข้มแข็งแก่ชุมชนด้านเศรษฐกิจ สร้างรายได้ ลดรายจ่าย และมีตลาดน้ำเป็นแหล่งรองรับเพื่อจำหน่ายผลิตภัณฑ์ ปัญหาอุปสรรคของการดำเนินงานโครงการวัฒนธรรมไทยสายใยชุมชน ได้แก่ ด้านความพร้อมของคนในชุมชน ด้านการดำเนินงานและด้านงบประมาณ  Abstract            The purpose of the evaluation is to evaluate context, input, process, product, impact, and to study problems and obstacles in conducting Thai culture bond among community project by applying Stufflebeam & Other’s CIPP Model (1971) as evaluation framework. The research gathered gathered data by questionnaire and interview from people and samples : 5 personnel from office of culture. 34 committees in Thai culture bond among community project, 30 personnel in related institutes and community leaders was selected using purposive sampling. In addition, samples of children, youths, and people can be divided into 370 people from Tambon Lamphya and 375 people from Tambon Hinmool. The number of the samples was considered by Tao Yamane Table with the daviation at 0.5, which was from accidental sampling.          Evaluation result: For context evaluation, the number of people in Tambon Lamphya who need to develop the community along with the purpose of Thai culture bond among community project is generally in high level as the mean shown in 8.81, which means it is in higher level than the standard. Moreover, the number of people in Yambon Hinmool who need to develop the community along with the purpose of Thai culture bond among community project is quite high as the mean shown in 7.87, but it is in lower level than the standard. For input evaluation, the suitability of the input in Tambon Lamphya is generally in average with the mean of 3.45, which is lower than the standard. Also, the suitability of the input in Tambon Hinmool is generally in average with the mean of 3.14, which is lower than the standard. From the aspect of process evaluation, the suitability of work process in Tambon Lamphya is average counted as the mean of 3.18, which is considered as lower than the standard. Moreover, the suitability of work process in Tambon Hinmool is average counted as the mean of 3.05, which is considered as lower than the standard. For product evaluation. The activity that the people in Tambon Lamphya know/notice and have been participated/benefited he most is activities about job advice, which is Lamphya float market. There were 353 participants in this activity counted as 98.1% and the participants were very sataifild with the mean of 4.25 (higher than the standard). The activity that people know/notice, but never participate/benefit the most is activities about information and library that is Tambon Lamphya Learning Centre. There are 82 people who have never participated in the activity, which is 22.8%. Additionally, the activity that the people don’t know/notice the most is activities about museum, which is curatorhouse. There are 352 people counted as 90.3% who don’t know curator house. Also, the activity that the people in Tambon Hinmool know/notice and have been participated/benefit the most is activities about information had library, which is Hinmool public reading hall. There were 244 participate in the activity counted as 66.8% and the participants were very satisfied with the mean of 3.63 (higher than the standard). The activity that people know/notice, but never participate/benefit the most is activities about job advice that is muscle pain relief cream. There are 195 people who have never participated in the activity, which is 53.4%. Moreover, the activity that the people don’t know/notice the most is activities about job advice, which is cremation flowers making. There are 34 people counted as 9.3% who don’t know cremation flowers making. From the aspect of impact evaluation and obatacles.          The impact that occurred in conducting Thai culture bond among community project on community involvement is that people in community were involvement is that people in community were involved in process planning and participated impact activity on job advice for the community . It encourages the community on economy: to cash up , to reduce expenses, and to have float market as a centre to sell products. The problems and obstacles in conduction Thai bond among community projectare readiness of people in the community, operation, and budge.
