รูปแบบการบริหารงานป้องกันและปราบปรามอาชญากรรมข้ามชาติของสำนักงานตำรวจแห่งชาติ

Abstract

          บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบการป้องกันและปราบปรามอาชญากรรมข้ามชาติที่เป็นอยู่ในปัจจุบัน อันนำไปสู่ข้อเสนอแนะเกี่ยวกับรูปแบบที่ควรจะเป็นในอนาคต ให้มีประสิทธิผลและประสิทธิภาพยิ่งขึ้น ในการศึกษาผู้วิจัยได้ศึกษาเอกสาร (Content Analysis) และการสัมภาษณ์เชิงลึก (In-Depth Interview) ผู้บริหารระดับสูงและระดับปฏิบัติในหน่วยงานที่เกี่ยวข้องกับการป้องกันและปราบปรามอาชญากรรมข้ามชาติของสำนักงานตำรวจแห่งชาติ จำนวน 24 คน ผลการศึกษาพบว่า         1. การกำหนดนโยบายและการวางแผนยุทธศาสตร์ แต่เดิมไม่มีแผนป้องกันปราบปรามอาชญากรรมข้ามชาติ เริ่มมีแผนนี้ครั้งแรกเมื่อปี พ.ศ. 2553 และยังคงใช้ตลอดมาจนถึงปัจจุบัน         2. มีการจัดโครงสร้างและระบบบริหารงานแบบการเป็นทางการ (Formal Organization) ที่ครอบคลุมภารกิจทุกด้าน ต่อมาเมื่อเกิดอาชญากรรมข้ามชาติขึ้นบ่อยครั้ง จึงได้จัดโครงสร้างองค์กรด้านการป้องกันปราบปรามอาชญากรรมข้ามชาติที่มีลักษณะไม่เป็นทางการ (Informal Organization) ขึ้นโดยเฉพาะ เมื่อปี พ.ศ. 2553 จนถึงปัจจุบัน         3. ด้านการปฏิบัติงาน แต่เดิมมีรูปแบบแนวทางเหมือนกับการป้องกัน และปราบปรามอาชญากรรมทั่วไป ต่อมามีการบูรณาการกำลังปฏิบัติ ในลักษณะข้ามหน่วย เพื่อให้การป้องกันและปราบปรามอาชญากรรมข้ามชาติ มีประสิทธิภาพมากขึ้น         ข้อเสนอแนะ รูปแบบการบริหารงานค่อนข้างสมบูรณ์ควรยึดถือต่อไป ในด้านนโยบายควรกำหนดนโยบายให้มีความต่อเนื่องและกำหนดระยะเวลาของแผนงานให้ชัดเจน ควรปรับปรุงระเบียบกฎหมายและข้อบังคับให้กระชับ ด้านโครงสร้างควรปรับให้เหมาะสมกับลักษณะและปริมาณของงาน ด้านการปฏิบัติงานควรฝึกอบรม พัฒนาบุคลากร สร้างแรงจูงใจและขวัญกำลังใจ ในการทำงาน            This research examines the existing model for prevention and suppression of transnational crimes with a view to proposing a future model that is more productive and efficient. In the process, the researcher studied documents on content analysis and in-depth interviews with 24 senior administrators and operational officers attached to units of the Royal Thai Police concerned with the prevention and suppression of transnational crimes.The study found that:       1. The determination of policy and strategic planning initially did not extend to the prevention and suppression of international crimes, which was introduced in 2011 and is still in use today.        2. There was a formal organization of the structure and administration which covered all tasks but it was not until transnational crimes occurred frequently that an informal organization for the prevention and suppression of transnational crimes was established, notably in 2011, and still functions today.        3. Operationally, there was a model for the prevention and suppression of general crimes. Later, operational forces were integrated across units in order to boost efficiency in the prevention and suppression of transnational crimes.        Proposals: The relatively sound administrative model should be kept. The determination of policy should be consistent with the period of work planned clearly specified. Regulations, laws and rules should be compact. The structure should be adjusted to suit the nature and quantity of the work. Operationally, personnel should be trained and developed with attention to incentives and moral support.
