การออกแบบการวัดผลปฏิบัติงานขององค์การบริหารส่วนตำบลดอนแก้ว ตำบลดอนแก้ว อำเภอแม่ริม จังหวัดเชียงใหม่

Abstract

          การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อออกแบบการวัดผลปฏิบัติงานที่เหมาะสมขององค์การบริหารส่วนตำบลดอนแก้ว มีกลุ่มเป้าหมายในการศึกษาครั้งนี้ คือ กลุ่มผู้บริหาร หัวหน้าฝ่ายนโยบายและแผน และเจ้าหน้าที่ ขององค์การบริหารส่วนตำบลดอนแก้ว จำนวน 20 คน และผู้นำชุมชนในเขตพื้นที่รับผิดชอบขององค์การบริหารส่วนตำบลดอนแก้ว จำนวน 20 คน โดยเก็บรวบรวมข้อมูลปฐมภูมิจากการสัมภาษณ์แบบเจาะลึก การสนทนากลุ่ม และการสังเกตแบบไม่มีส่วนร่วม และรวบรวมข้อมูลทุติยภูมิจากเอกสาร เกี่ยวกับการดำเนินงานตามยุทธศาสตร์ขององค์การบริหารส่วนตำบลดอนแก้ว           ผลการศึกษาพบว่า จากวิสัยทัศน์ขององค์การบริหารส่วนตำบลดอนแก้ว สามารถนำมาสร้างกรอบในการกำหนดตัวชี้วัดได้ 4 ด้าน คือ 1) สุขภาวะทางกาย ประกอบด้วย ความปลอดภัยในชีวิตและทรัพย์สิน สุขภาพ ร่างกายที่แข็งแรง และการจัดการสภาพแวดล้อมที่เอื้อต่อสุขภาวะของชุมชน 2) สุขภาวะทางจิต ประกอบด้วย การขัดเกลาทางสังคมให้ประชาชนมีคุณธรรม จริยธรรมในการดำเนินชีวิต 3) สุขภาวะทางสังคม ประกอบด้วย การดำเนินชีวิตอย่างพอเพียง การส่งเสริมความเป็นชุมชนเข้มแข็ง การส่งเสริมวัฒนธรรม จิตอาสา และชุมชนธรรมาภิบาล และ 4) สุขภาวะทางปัญญา ประกอบด้วย การส่งเสริมการศึกษา การถ่ายทอดและการแลกเปลี่ยนความรู้ ซึ่งเมื่อนำตัวชี้วัดทั้ง 4 ด้านมาจัดทำแผนที่ยุทธศาสตร์แล้วจะสามารถออกแบบการวัดผลปฏิบัติงานขององค์การบริหารส่วนตำบลดอนแก้วในรูปแบบตารางตัวชี้วัดผลปฏิบัติงาน              The purpose of this study is to design the specific performance measurement for Donkaew Subdistrict Administrative Organization. The secondary data were from the related documents and the primary data were derived by interviewing executives and head of Policy and Planning division of Donkaew Subdistrict Administrative Organization, including focus groups with 20 staff of Donkaew Subdistrict Administrative Organization and 20 communities’ leader who live in Donkaew Subdistric. Moreover, data collection included a non-structured observation on surrounding activities related to Donkaew Subdistrict Administrative Organization’s strategies.            The result of this study found that the vision of Donkaew Subdistrict Administrative Organization can divide to 4 indicators; 1) Physical health which consists of healthy life, asset safety and environmental management to support community health. 2) Spiritual health which promote the socialization of moral and ethics of people’s living. 3) Social health which consists of sufficiency life, supportive of the strengthen community, to promote public mind and community good governance. 4) Wisdom health which consists of promoting education and knowledge exchange. These 4 indicators are used for conducting strategic map and this can design a performance measurement for Donkaew Subdistrict Administrative Organization as performance measurement grid.
