ประสิทธิผลในการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดชลบุรี

Abstract

         การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับประสิทธิผลในการบริหารงานขององค์การบริหารส่วน ตำบลในเขตอำเภอเมือง จังหวัดชลบุรี 2) เพื่อศึกษาปัจจัยแวดล้อมภายในและภายนอกทางการบริหารที่ส่งผล ต่อประสิทธิผลในการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดชลบุรี 3) เพื่อศึกษา ข้อเสนอแนะในการเสริมสร้างประสิทธิผลในการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง  จังหวัดชลบุรี โดยใช้แบบสอบถาม กลุ่มตัวอย่าง จำนวน 400 คน ผลการศึกษาพบว่า เพศ เป็นเพศหญิง ร้อยละ 54.00 กลุ่มอายุ 31-40 ปี คิดเป็นร้อยละ 50.00 มัธยมศึกษาตอนปลาย คิดเป็นร้อยละ 23.25 สถานภาพสมรส คิดเป็นร้อยละ 57.00 รับราชการ คิดเป็นร้อยละ 26.50 ส่วนใหญ่มีรายได้ 10,001-15,000 บาท คิดเป็นร้อยละ 41.25 ระดับประสิทธิผลในการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดชลบุรี องค์การบริหารส่วนตำบลได้จัดทำให้แก่ประชาชน ทั้ง 6 ด้าน ผู้ตอบแบบสอบถามมีความคิดเห็นว่าด้านงานส่งเสริมคุณภาพชีวิต มีประสิทธิผลในการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดชลบุรี โดยภาพรวมอยู่ในระดับมากที่สุด ปัจจัยแวดล้อมภายในทางการบริหารที่ส่งผลต่อประสิทธิผลในการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดชลบุรี อยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านทักษะ ความรู้ ความสามารถ ด้านโครงสร้างองค์กร ด้านบุคคลากร ด้านกลยุทธ์ ด้านรูปแบบการบริหารจัดการ ด้านระบบการปฏิบัติงาน ด้านค่านิยมร่วม อยู่ในระดับมากที่สุด ปัจจัยแวดล้อมภายนอกทางการบริหารที่ส่งผลต่อประสิทธิผลในการบริหารงานขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดชลบุรี ภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้านพบว่า ปัจจัยทางนโยบายและการเมือง อยู่ในระดับมาก และปัญหาที่และข้อเสนอแนะเกี่ยวกับการบริหารจัดการสวัสดิการขององค์การบริหารองค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดชลบุรี จากผู้ตอบแบบ คือ 1) ภาครัฐควรมีการสนับสนุนงบประมาณให้แก่องค์การบริหารส่วนตำบลในการจัดสวัสดิการ เช่น เบี้ยยังชีพคนพิการ ผู้สูงอายุ และผู้ป่วยเอดส์อย่างต่อเนื่อง 2) ภาครัฐควรจัดให้มีทำงานแบบบูรณาการอย่างมีส่วนร่วมระหว่างองค์การบริหารส่วนตำบลกับหน่วยงานอื่นๆ ที่มีส่วนเกี่ยวข้องในการจัดสวัสดิการให้แก่ผู้ด้อยโอกาส เช่น กระทรวงพัฒนาสังคม          The purposes of this study were 1) to study the effect level in work administration of Subdistrict Municipality in Muang District, Chonburi Province. 2) to study the surround factor and administration within way and outside that affect to build the effect in work administration of Subdistrict Municipality in Muang District, Chonburi Province. 3) for study, the suggestion in the addition builds the effect in work administration of Subdistrict Municipality in Muang District, Chonburi Province, by use the questionnaire, Sample group in the study 400 persons amounts in Muang District, Chonburi Province. we found that on female 54 percentages, age 31-40 year 50 percentages, high school 23.25 percentages, marriage status 57 percentages , work in the government 26.50 percentages, majority percentages have 10,001-15,000 baht 41.25 percentages, effect level in work administration of Subdistrict Municipality in Muang District, Chonburi Province, Subdistrict Municipality in Muang District, Chonburi Province makes to people, both of 6 a side, by the overall image is in the level most, surround factor within administration way that affects, build the effect in work administration of Subdistrict Municipality in Muang District, Chonburi Province, stay in the level most, and when skill side, knowledge, ability, structure organization side, personnel side, strategy side, format administration side manages, system practice work side, popularity side shares, stay in the level most, surround outside way administration factor that affect, build the effect in work administration of Subdistrict Municipality in Muang District, Chonburi Province, overall image is in the level most,when, consider lay a side meets that, way policy factor and politics stay in many levels, and a problem that and the suggestion about the administration manage the welfare of Subdistrict Municipality, from person answer like , be 1) the government sector is supposed to budget supporting to Subdistrict Municipality part in welfare arrangement, such as the cowrie supports life the disabled old people and AIDS patient continuously. 2) the government sector should very have to work like the integration participate inly between Subdistrict Municipality and other institute at get into in welfare arrangement to the one who is disadvantaged, such as the ministry develops the social.
