ความพึงพอใจของนักท่องเที่ยวต่อการระดมกวาดล้างอาชญากรรมตามแหล่งท่องเที่ยวในพื้นที่เมืองพัทยาของตำรวจภูธรภาค 2

Abstract

          การศึกษาเรื่อง ความพึงพอใจของนักท่องเที่ยวต่อการระดมกวาดล้างอาชญากรรม ตามแหล่งท่องเที่ยวในพื้นที่เมืองพัทยาของตำรวจภูธรภาค 2 มีวัตถุประสงค์เพื่อลดปัญหาอาชญากรรมที่จะเกิดขึ้นกับนักท่องเที่ยว การดูแลความปลอดภัยในชีวิตและทรัพย์สินของนักท่องเที่ยวที่เดินทางเข้ามาท่องเที่ยวในเมืองพัทยา การแสวงหาความร่วมมือจากประชาชนในการเข้ามามีส่วนร่วมในการดูแลความปลอดภัยในชีวิตและทรัพย์สินของนักท่องเที่ยว และเป็นการประชาสัมพันธ์สร้างภาพลักษณ์ของเมืองพัทยาในทางที่ดีให้นักท่องเที่ยวรับรู้โดยใช้ระเบียบวิธีวิจัยผสานระหว่างการวิจัยเชิงคุณภาพโดยการสัมภาษณ์เพื่อเก็บข้อมูลและการวิจัยเชิงปริมาณใช้การสำรวจโดยแบบสอบถามเป็นเครื่องมือในการเก็บข้อมูล          ผลการวิจัยเชิงคุณภาพ พบว่า          1. นักท่องเที่ยวมีความพึงพอใจต่อการระดมกวาดล้างอาชญากรรมตามแหล่งท่องเที่ยวในพื้นที่เมืองพัทยาของตำรวจภาค 2 อยู่ในระดับมาก แสดงให้เห็นว่านักท่องเที่ยวมีความพึงพอใจและมีความเชื่อมั่นในความปลอดภัยในชีวิตและทรัพย์สิน เมื่อมีการระดมกวาดล้างอาชญากรรมของเจ้าหน้าที่ตำรวจทำให้รู้สึกว่าตนเองมีความปลอดภัยในชีวิตและทรัพย์สินมากกว่าเดิม สามารถใช้ชีวิตท่องเที่ยวได้อย่างอุ่นใจและมีความสุขเพราะได้เห็นถึงวิธีการทำงานของเจ้าหน้าที่ตำรวจที่มีการดูแลเอาใจใส่ความปลอดภัยของนักท่องเที่ยวเป็นอย่างดี ซึ่งเมื่อทำให้เมืองพัทยาปลอดจากอาชญากรรม ก็อยากจะกลับมาท่องเที่ยวอีกและบอกต่อเพื่อนหรือญาติให้มาเที่ยวประเทศไทยด้วย          2. ผู้ประกอบกิจการ มีความพึงพอใจต่อการระดมกวาดล้างอาชญากรรมตามแหล่งท่องเที่ยวในพื้นที่เมืองพัทยาของตำรวจภูธรภาค 2 อยู่ในระดับมาก แสดงให้เห็นว่าเศรษฐกิจการท่องเที่ยวในเมืองพัทยาเจริญเติบโตขึ้นกว่าเดิม ผู้ประกอบกิจการมีความพึงพอใจในผลการระดมกวาดล้างอาชญากรรมมากขึ้น และทางผู้ประกอบกิจการก็ยังมีการบูรณาการปฏิบัติการร่วมกับหน่วยงานภาครัฐและเอกชน เพื่อช่วยดูแลและควบคุมปัญหาอาชญากรรมที่จะเกิดขึ้นกับนักท่องเที่ยวอีกด้วย เห็นได้จากการที่ผู้ประกอบกิจการมีการให้ความร่วมมือกับเจ้าหน้าที่ตำรวจ มีการประชาสัมพันธ์ข้อมูลข่าวสารต่างๆ ให้กับนักท่องเที่ยว และคอยเป็นหูเป็นตาสอดส่องดูแลเพื่อไม่ให้เกิดปัญหาอาชญากรรมขึ้น          3. ผู้ปฏิบัติหน้าที่ มีความพึงพอใจต่อการระดมกวาดล้างอาชญากรรมตามแหล่งท่องเที่ยวในพื้นที่เมืองพัทยาของตำรวจภูธรภาค 2 อยู่ในระดับมาก แสดงให้เห็นว่าผลสัมฤทธิ์ที่ได้จากการระดมกวาดล้างอาชญากรรมครั้งนี้ ส่งผลทำให้นักท่องเที่ยวมีความเชื่อมั่นว่าปัญหาอาชญากรรมลดลง สถิติการเกิดอาชญากรรมลดลง ผลการระดมกวาดล้างอาชญากรรมเป็นไปตามวัตถุประสงค์ของของผู้บังคับบัญชา ซึ่งส่งผลทำให้มีนักท่องเที่ยวจำนวนเพิ่มมากขึ้น พร้อมทั้งเป็นการสร้างภาพลักษณ์ที่ดีให้แก่เมืองพัทยา ให้เมืองพัทยาเป็นเมืองท่องเที่ยวที่มีความปลอดภัย นักท่องเที่ยวที่เดินมาท่องเที่ยวแล้วมีความปลอดภัยและรู้สึกอุ่นใจมากขึ้น          ผลการวิจัยเชิงปริมาณ พบว่า          1. นักท่องเที่ยวมีความพึงพอใจต่อการระดมกวาดล้างอาชญากรรมตามแหล่งท่องเที่ยวในพื้นที่เมืองพัทยาของตำรวจภูธรภาค 2 อยู่ในระดับมาก แสดงให้เห็นว่า นักท่องเที่ยวรู้สึกพึงพอใจ มีความเชื่อมั่นในการระดมกวาดล้างอาชญากรรมของเจ้าหน้าที่ตำรวจ ทำให้นักท่องเที่ยวมีความปลอดภัยและมีความมั่นใจตลอดการเดินทางเข้ามาท่องเที่ยวในเมืองพัทยา ในรายด้านพบว่า ความเชื่อมั่นในความปลอดภัยในชีวิตและทรัพย์สิน เมื่อมีการระดมกวาดล้างอาชญากรรมของเจ้าหน้าที่ตำรวจเพื่อสร้างความปลอดภัยในชีวิตและทรัพย์สินแก่นักท่องเที่ยวมีค่าเฉลี่ยมากที่สุด          2. ผู้ประกอบกิจการมีความพึงพอใจต่อการระดมกวาดล้างอาชญากรรมตามแหล่งท่องเที่ยวในพื้นที่เมืองพัทยาของตำรวจภูธรภาค 2 อยู่ในระดับมาก แสดงให้เห็นว่าผู้ประกอบกิจการเห็นด้วย และมีความพึงพอใจในการระดมกวาดล้างอาชญากรรมของเจ้าหน้าที่ตำรวจ เพราะทำให้เศรษฐกิจการท่องเที่ยว การประกอบธุรกิจต่างๆ ภายในเมืองพัทยาดีขึ้น เป็นการสร้างรายได้ให้แก่ผู้ประกอบกิจการเป็นอย่างมาก ในรายด้านพบว่า หากจะสร้างความมั่นใจด้านความปลอดภัยในชีวิตและทรัพย์สินแก่นักท่องเที่ยว ควรมีการบูรณาการปฏิบัติการร่วมกับหน่วยงานภาครัฐและเอกชน เพื่อช่วยดูแล และควบคุมปัญหาอาชญากรรม มีค่าเฉลี่ยมากที่สุด          3. ผู้ปฏิบัติหน้าที่มีความพึงพอใจต่อการระดมกวาดล้างอาชญากรรมตามแหล่งท่องเที่ยวในพื้นที่เมืองพัทยาของตำรวจภูธรภาค 2 อยู่ในระดับมาก แสดงให้เห็นว่าการระดมกวาดล้างอาชญากรรมประสบผลสำเร็จตามวัตถุประสงค์ของผู้บังคับบัญชา ผลสถิติคดีการเกิดอาชญากรรมลดลง ทำให้นักท่องเที่ยวมีความพึงพอใจในการปฏิบัติงานของเจ้าหน้าที่ตำรวจเป็นอย่างมาก ในรายด้านพบว่า ผลสัมฤทธิ์ที่ได้จากการระดมกวาดล้างอาชญากรรมครั้งนี้ ทำให้นักท่องเที่ยวเชื่อมั่นว่าปัญหาอาชญากรรมลดลง มีค่าเฉลี่ยมากที่สุด           The objectives of the study on “Tourist Satisfaction toward Police Mobilization to Purge Crimes in Tourist Attractions in Pattaya City” are as follows; to reduce the problems of crimes against the tourists. to take care of the safety of lives and properties of tourists who travelled to Pattaya City to seek people cooperation to participate in taking care of the safety of lives and properties of the tourists. to publicize and build a good image of Pattaya City into the mind of tourists.          Mixed research methodology had been conducted. The study collected data by using both qualitative and quantitative methods by using the interview and survey method with questionnaires respectively.          The qualitative findings of the research are as follows;          1.The tourist satisfaction with police mobilization to purge crimes in tourist attractions in Pattaya City within the area of Provincial Police Regions 2 was at a high level. This showed that tourists felt satisfied and confident in the safety of lives and properties. When the police mobilized to purge crimes, the tourists felt more secure in lives and properties. The tourists could spend their lives travelling and felt more at ease and became happier due to having seen the police working procedure to take good care of the tourists. If Pattaya City is crime-free city, the tourists will like to come back to travel in Thailand and tell their friends or relatives to travel there.          2. The entrepreneurs satisfaction with the police mobilization to purge crimes in tourist attractions in Pattaya City within the area of Provincial Police Region 2 was at the high level. This showed that the tourist economy in Pattaya City were growing better. They were more satisfied with the results of the mobilization to purge crimes and they also integrated the practices between the public sectors and the private sectors in order to be on guard against and control tourist targeted crimes. This could be seen from the cooperation that the entrepreneurs had with the police officers. They publicized news and information to the tourists. They watched out and protect tourists against crimes.          3. The satisfaction of the operating police officers was at the high level. This revealed the achievement level of the police mobilization to purge crimes. As a result, the tourists felt confident in reducing the problem of crimes. Crimes statistics decreased. The results of the mobilization to purge crimes achieved the objectives set by the chief police officers. As a result, the number of the tourists travelling to Thailand increased. This was the positive image building of Pattaya City as a safe tourist city. Tourists who travel to Pattaya City can feel safe and more at ease.          The qualitative findings of the research are as follows;          1. The tourist satisfaction with police mobilization to purge crimes in tourist attractions in Pattaya City within the area of Provincial Police Regions 2 was at a high level. This showed that tourists felt satisfied and confident in the police mobilization to purge crimes. As a result, the tourists were safe and felt confident all through the journey. Regarding to the result of each respect, the respect of the mean of confidence in the safety of tourists’ lives and properties was at the high level.          2. The entrepreneurs satisfaction with the police mobilization to purge crimes in tourist attractions in Pattaya City within the area of Provincial Police Region 2 were at the high level. This showed that they agreed and satisfied with the police mobilization of the purge of crimes. This was because of the better tourist economy and doing business in Pattaya City. This was also because of the earning of high incomes for the entrepreneurs. Regarding to the result of each respect, there was a high level of mean respecting the confidence building in the tourist safety of lives and properties that should have the integration of the practices between the public sectors and the private sectors in order to help controlling and taking care of the problems of crimes against the tourists.          3. The satisfaction of the operating police officers was at the high level. This showed that the mobilization to purge crimes achieved the objectives set by the chief police officers. The statistics of the criminal cases decreased. This resulted in the high level of tourist satisfaction with the work of the police officers. Regarding the result of each respect, the achievement level of the police mobilization on the purge of crimes built up the confidence of the tourists that the problems of crimes decreased.
