การจัดสวัสดิการสังคมสำหรับผู้สูงอายุในระดับตำบลอย่างมีส่วนร่วม

Abstract

          การศึกษาเรื่อง การจัดสวัสดิการสังคมสำหรับผู้สูงอายุในระดับตำบลอย่างมีส่วนร่วมมีวัตถุประสงค์1) เพื่อศึกษาสถานภาพของผู้สูงอายุในจังหวัดชลบุรี 2) เพื่อศึกษาการจัดสวัสดิการสังคมสำหรับผู้สูงอายุ ในจังหวัดชลบุรี 3) เพื่อกำหนดรูปแบบการจัดการสวัสดิการสังคมสำหรับผู้สูงอายุในระดับตำบลอย่างมีส่วนร่วม ประชากรที่ใช้ในการศึกษาคือ ผู้สูงอายุในจังหวัดชลบุรี รวม 1,382,847 คน ใช้การศึกษาเชิงปริมาณ โดยมีแบบสอบถามเป็นเครื่องมือ ส่วนการศึกษาเชิงคุณภาพใช้วิธีการสัมภาษณ์และการสนทนากลุ่ม (Focus Group) การวิเคราะห์ข้อมูลเชิงปริมาณใช้สถิติเชิงพรรณนา (Descriptive Statistics) ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และ ส่วนเบี่ยงเบนมาตรฐาน ส่วนการวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์เชิงเนื้อหา (Content analysis)          ผลการศึกษา พบว่า 1) เพื่อศึกษาสถานภาพของผู้สูงอายุในจังหวัดชลบุรี 2) เพื่อศึกษาการจัดสวัสดิการสังคมสำหรับผู้สูงอายุในจังหวัดชลบุรี ส่วนใหญ่เป็นเป็นเพศชาย เมื่อจำแนกอายุตามช่วงชั้นมีอายุ 60 - 69 ปี มากที่สุด สถานภาพการทำงานของผู้สูงอายุ ส่วนใหญ่ไม่ได้ทำงานแล้ว อาการเจ็บป่วยและโรคของผู้สูงอายุ ที่พบมากที่สุด คือ โรคความดันโลหิตสูง ความสามารถในการปฏิบัติกิจวัตรประจำวันของ ผู้สูงอายุ ผู้สูงอายุต้องอาศัยอุปกรณ์ช่วยเหลือในการดำรงชีวิตหลากหลายประเภท ส่วนใหญ่ คือ ใช้แว่นตาสุข ภาวะทางจิต และภาวะซึมเศร้าของผู้สูงอายุในช่วง 2 สัปดาห์ ผลการศึกษามีดังนี้ ผู้สูงอายุมีอาการปกติไม่มี ภาวะซึมเศร้า สัมพันธภาพในครอบครัวของผู้สูงอายุ สมาชิกในครอบครัวมีความสนใจเอาใจใส่ซึ่งกันเป็นส่วนใหญ่ สภาวะทางสังคม ด้านการศึกษาการเรียนรู้ ผู้สูงอายุ จบมัธยมศึกษาปีที่ 6/ จบประกาศนียบัตร/ เทียบเท่า มากที่สุด การดำรงชีวิตทางสังคม ในด้านการรับรู้แหล่งข้อมูล ข่าวสารจากสื่อต่าง ๆ ผู้สูงอายุ ยังมีความสนใจ รับรู้ข้อมูลข่าวสารจากโทรทัศน์ มากที่สุด การประเมินความปลอดภัยในที่พักอาศัยของผู้สูงอายุ 2. การจัดสวัสดิการสังคมสำหรับผู้สูงอายุในจังหวัดชลบุรี การเข้าถึงสิทธิต่าง ๆ ของผู้สูงอายุตาม พรบ. ผู้สูงอายุ พ.ศ. 2546 (แก้ไข พ.ศ. 2553) โดยผู้สูงอายุส่วนใหญ่ ไม่รู้สิทธิตามพระราชบัญญัตินี้ เมื่อสอบถามการเข้าถึงสิทธิต่าง ๆ ของผู้สูงอายุโดยสิทธิและบริการที่ผู้สูงอายุไม่รู้มากที่สุด คือ สิทธิในการเข้าชมอุทยานต่าง ๆ ผู้สูงอายุ มีความพึงพอใจในการบริการดี อยู่ในระดับมาก 3. ความคาดหวังต่อการจัดการสวัสดิการสังคมสำหรับผู้สูงอายุ ในจังหวัดชลบุรี โดยคาดหวังต่อบทบาทขององค์กรปกครองส่วนท้องถิ่น ให้องค์กรปกครองส่วนท้องถิ่น เอาใจ ใส่ดูแล บริการและแนะนำด้านต่าง ๆ ให้ดูแลทั่วถึงทุกหมู่บ้าน ความคาดหวังต่อบทบาทของสมาชิกในชุมชน ผู้สูงอายุ จำนวนคาดหวังให้สมาชิกในชุมชนช่วยเหลือผู้อื่นทำตัวเป็นแบบอย่างที่ดี /เป็นตัวอย่างที่ดีของชุมชน และคาดหวังให้สมาชิกในชุมชนให้ข่าวสารที่ถูกต้องและให้คำแนะนำความคาดหวัง ต่อบทบาทของครอบครัว ครอบครัว ผู้สูงอายุคาดหวังให้ครอบครัวรักและพอใจในความรักที่มีให้แก่กันและกัน ไม่ทะเลาะเบาะแว้ง มีความอบอุ่น ห่วงใยซึ่งกันและกัน รวมทั้งคาดหวังให้ลูกหลานเอาใจใส่ดี/ ดูแลเอาใจใส่ ให้ความสำคัญกับ ผู้สูงอายุ และคาดหวังให้คำปรึกษา แนะนำแก่คนในครอบครัวความคาดหวังต่อบทบาทของตัวผู้สูงอายุ โดยคาดหวังให้ตัวของผู้สูงอายุมีส่วนร่วมในกิจกรรม คาดหวังให้ผู้สูงอายุเป็นแบบอย่างที่ดี เป็นหัวหน้า ครอบครัวที่ดี/ เป็นที่เคารพของคนในหมู่บ้าน            Sub-district Social Welfare for the Elderly with Community Participation Province were 1) for study arrangement Sub-district Social Welfare for the Elderly with Community Participation Province 2) for studies Sub-district Social Welfare for the Elderly with Community Participation Province. 3) for sets Sub-district Social Welfare For The Elderly With Community Participation Province. The 1,382,847 old people totals up a person , and fix the sample that use to study by using amount 400 a person, manner quantity education uses the questionnaire is a tool. The statistics used were frequency, mean, and standard deviation.          Results of the study were found old people who study the majority is are the male , when , separate age follow period , 60 - 69 old year , most , the work status of old people , the majority has no to work already , the symptoms is sick and the disease of old people , that meet most be hypertension the ability in daily routine practice of old people , old people must live the equipment helps in various kind living , be use the spectacles. happy mental condition and lifeless condition of old people during 2 week the education have as follows , old people there is usual symptoms , have no lifeless condition , the diplomatic relations in a family of old people a member in a family has the interest pays attention to which , prevent , mostly , the condition is social , education learning side , old people , end the high school education year that 6 end the certificate be equal to most the living is social in the sense of data source information acknowledgement from mass all media old people still have the interest acknowledges the news information from a television most safety assessment at stay of old education people has as follows the thing that should attend and fine the environment are born the safety to old people most are , appreciating right all of old people follows the act of legislation by old majority people unknown the right follows act of this legislation. when inquire appreciating right differs of old people by the right and serve at old people unknown most be the right in reaching sees a park differs old people has the contentment in good serve, stay in many levels, hope build a role of the organization governs local. give the organization governs local, take care, serve and advise all side, give take care throughout every a village, the expectation builds a role of a member in the community, old amount people hopes to give a member in the community helps others, be formed as good of the community, and hope give a member in the community gives information that is correct and give an advice the expectation builds a role of a family. Old people hopes to give a family loves and satisfied in the love that have to one another, hope give descendants pays. Attention to good take care of give precedence with old people and hope give advices, old a person in a family.
