การนำนโยบายควบคุมเครื่องดื่มแอลกอฮอล์ไปปฏิบัติรอบสถานศึกษา

Abstract

          การนำนโยบายควบคุมเครื่องดื่มแอลกอฮอล์ไปปฏิบัติรอบสถานศึกษา มีวัตถุประสงค์ คือ (1) ศึกษาพัฒนาการของนโยบายที่เกี่ยวข้องกับเครื่องดื่มแอลกอฮอล์ในประเทศไทย (2) ศึกษากระบวนการของการนำนโยบายควบคุมเครื่องดื่มแอลกอฮอล์ไปปฏิบัติรอบสถานศึกษา และ (3) ศึกษาการตอบสนองต่อนโยบายควบคุมเครื่องดื่มแอลกอฮอล์รอบสถานศึกษา การวิจัยนี้เป็นการวิจัยแบบผสมผสาน บนพื้นฐานของปรากฏการณ์วิทยาโดย ใช้การวิจัยเชิงปริมาณ แก่นักศึกษา และการสัมภาษณ์เชิงลึก แก่ผู้มีส่วนได้ส่วนเสียกับนโยบายควบคุมเครื่องดื่มแอลกอฮอล์          ผลการวิจัยพบว่า การนำนโยบายควบคุมเครื่องดื่มแอลกอฮอล์ไปปฏิบัติรอบสถานศึกษาไม่สามารถ นำไปปฏิบัติได้อย่างยั่งยืน เนื่องจากการบริหารนโยบายมีลักษณะทับซ้อนเชิงอำนาจของหน่วยงานรัฐ ขาดการสื่อสารนโยบายที่ชัดเจน และขาดระบบติดตามตรวจสอบผลสัมฤทธิ์ในการบังคับใช้กฎหมาย            In this dissertation, the researcher is concerned with the implementation of the alcohol beverage control policy for the vicinity of educational institutions. As such, the researcher studies (1) the development of the policy involving the control of alcohol beverages in the Kingdom of Thailand (Thailand). The researcher also considers (2) the implementation process for the alcohol beverage control policy for the vicinity of educational institutions. Finally, furthermore, the researcher (3) examines responses to this policy. Insofar as research methodology is concerned, the researcher selected a mixed-methods research approach. Findings are as follows:          The policy’s implementation temporarily intimidated and deterred operators of entertainment venues in the vicinity of educational institutions. However, the policy could not be implemented in a sustainable manner. Those who determine the operational aspects of the policy do not have major support. The policy was not clearly communicated. Correctness of the areas subject to alcohol beverage control was not verified. Student behaviors also facilitated entertainment venue operations. This resulted in the secret sale of alcohol beverages in the vicinity of educational institutions. This in turn led to inapplicable enforcement of this law in the vicinity of educational institutions.
