รูปแบบองค์กรประชาท้องถิ่นเพื่อการคุ้มครองสิ่งแวดล้อม

Abstract

          การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อหารูปแบบองค์กรประชาท้องถิ่นเพื่อการคุ้มครองสิ่งแวดล้อม ซึ่งเป็นการกำหนดรูปแบบการคุ้มครองสิ่งแวดล้อม โดยกำหนดขอบเขตการวิจัยเพื่อให้ได้รูปแบบโครงสร้างองค์กร อำนาจหน้าที่ ที่มีกฎหมายรองรับ มีสภาพบังคับได้ตามกฎหมาย โดยใช้วิธีวิทยาการวิจัยเชิงคุณภาพประกอบด้วย การวิจัยเอกสาร การสัมภาษณ์เชิงลึก การมีส่วนร่วมออกแบบ-ร่วมออกแบบ และการรับฟังความคิดเห็นจากผู้เกี่ยวข้อง          ผลการวิจัยพบว่า ประเด็นสำคัญที่เกี่ยวข้องกับการกำหนดรูปแบบองค์กรประชาท้องถิ่นเพื่อการคุ้มครองสิ่งแวดล้อม ได้แก่ โครงสร้างองค์กร ที่มาขององค์กร สถานะขององค์กร ขอบเขตแห่งหน้าที่และความรับผิดชอบ การประสานงานกับหน่วยงานภาครัฐ และการประสานงานกับภาคเอกชน เพื่อให้ทุกภาคส่วนเข้ามามีส่วนร่วมด้านการคุ้มครองสิ่งแวดล้อมในท้องถิ่น แม้ว่าปัจจุบันจะมีหน่วยงานที่รับผิดชอบดูแลคุ้มครองสิ่งแวดล้อมโดยตรง แต่ยังขาดการมีส่วนร่วมในการคุ้มครองสิ่งแวดล้อม โดยเฉพาะสิ่งแวดล้อมในท้องถิ่น โดยการมีส่วนร่วมในปัจจุบันเป็นไปในรูปแบบของอาสาสมัครด้านสิ่งแวดล้อม ส่งผลให้ปัญหาด้านสิ่งแวดล้อมในท้องถิ่นมีแนวโน้มเพิ่มมากขึ้น รวมถึงการขยายตัวของเศรษฐกิจในปัจจุบันยังต้องอาศัยการขยายตัวของอุตสาหกรรมเป็นหลัก จึงส่งผลให้เกิดผลกระทบต่อสิ่งแวดล้อมโดยตรง และปัจจุบันยัง ไม่มีรูปแบบองค์กรในการคุ้มครองสิ่งแวดล้อมมีสภาพบังคับได้ตามกฎหมาย ในระดับท้องถิ่น          ข้อเสนอแนะการวิจัย คือ ได้รูปแบบองค์กรประชาท้องถิ่นเพื่อการคุ้มครองสิ่งแวดล้อม ที่มีโครงสร้างมาจากทุกภาคส่วนที่เกี่ยวข้องในด้านการคุ้มครองสิ่งแวดล้อม มีสถานะขององค์กร และขอบเขตแห่งหน้าที่ความรับผิดชอบที่ชัดเจน รวมถึงการประสานงานทั้งในส่วนของภาครัฐ ภาคเอกชน มีสภาพบังคับตามกฎหมายในระดับท้องถิ่น เพื่อบูรณาการด้านการคุ้มครองสิ่งแวดล้อมในระดับท้องถิ่นได้อย่างมีประสิทธิภาพ           This research aimed to seek for the model of local public organization for environmental protection which was to set for the model to protect the environment. The research scope was established to obtain the model of organizational structure, legal power, and duties as governed by the law. The study adopted the qualitative research methodology consisted of documents research, in-depth interview, participation in design - co-design and listening to the opinions of the relevant persons.           It was found from the research results that the major issues related to the establishing of local public organization for environmental protection model were the organization structure, organization background, organization status, scope of duties and responsibilities, coordination with the government units and private sector. Thus, for all sectors to participate in local environmental protection. At present, though there is the direct unit that responsible on environmental protection, however, it lacks of participation in the environmental protection especially, the local environmental protection. The current participation is in form of environmental volunteering. This resulted on higher tendencies of the local environmental problems as well as the recent economic expansion has mainly relied on the industrial expansion. This resulted on the direct impacts on the environment. In addition, there was no model for the environmental protection organization with the legal enforcement at the local level.             Research suggestions were to have the form of local public organization for structured environmental protection with all relevant sectors in environmental protection, the organizational status, and clear scope of responsibilities. This included the coordination of both public and private sector with the legal enforcement at local level for the effectively integration of the local environment protection.
