การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมเพื่อการพัฒนาศักยภาพการบริหารจัดการ ชุมชนเข้มแข็งของกลุ่มออมทรัพย์เพื่อการผลิตตำบลท่าโพ จังหวัดอุทัยธานี

Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารจัดการกลุ่มออมทรัพย์เพื่อการผลิตตำบลท่าโพ เพื่อวิเคราะห์สภาพปัญหา ความต้องการพัฒนาศักยภาพการบริหารจัดการที่ดีของกลุ่มออมทรัพย์เพื่อการผลิตตำบลท่าโพ เพื่อพัฒนาศักยภาพในการบริหารจัดการที่ดีกลุ่มออมทรัพย์ตำบลท่าโพ ดำเนินการวิจัยด้วยวิธีวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม(Participatory Action Research: PAR) ประชากร คือ สมาชิกและคณะกรรมการกลุ่มออมทรัพย์เพื่อการผลิตตำบลท่าโพ จำนวน 1,345 ราย โดยทำการเลือกแบบเจาะจงเป็นกลุ่มตัวอย่าง จำนวน 100 คน ใช้วิธีดำเนินงานวิจัยโดยทำการวิเคราะห์ SWOT ร่วมกับเทคนิค AIC นำมากำหนดกลยุทธ์ด้วยการวิเคราะห์ TOWS Matrix เครื่องมือในการวิจัย คือ แบบสัมภาษณ์การสังเกต แบบประเมินผลสัมฤทธิ์ทางการเรียนรู้ และแบบประเมินความพึงพอใจของหลักสูตร การวิเคราะห์ข้อมูลใช้การวิเคราะห์เชิงเนื้อหา และสถิติที่ใช้ในการวิจัย ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และใช้สถิติทดสอบ t–test (Paired t– test)ผลการศึกษา สภาพปัญหาการบริหารจัดการกลุ่มออมทรัพย์เพื่อการผลิตตำบลท่าโพ พบว่า สมาชิกกลุ่มเกือบทั้งหมดขาดความรู้ เรื่อง กฎและระเบียบของกลุ่มที่ชัดเจน บทบาท หน้าที่ที่ควรรู้และพึงรับทราบ ขาดการอบรมให้ความรู้แก่สมาชิกและเยาวชน ขาดการสร้างแรงจูงใจให้แก่สมาชิกถึงผลประโยชน์ที่จะได้รับ ขาดการประชาสัมพันธ์ให้กับสมาชิกอย่างทั่วถึงและเป็นระบบ สมาชิกยังขาดการช่วยกันแสดงความคิดเห็น ขาดเงินทุนหมุนเวียนให้สมาชิกกู้ยืมเพิ่มขึ้น สมาชิกบางคนไม่ค่อยเข้าร่วมการประชุม ขาดการชักนำให้กลุ่มเยาวชนเห็นคุณค่าของการออมเงินเพื่อเข้ามาเป็นสมาชิกกลุ่มออมทรัพย์เพิ่มขึ้น ไม่ค่อยมีการจัดกิจกรรมให้กรรมการและสมาชิกไปศึกษาดูงานในสถานที่อื่นๆ สมาชิกบางคนยังขาดวินัยในการส่งเงินกู้ยืมในระยะเวลาที่กำหนด และเยาวชนคนรุ่นใหม่ยังไม่ค่อยเข้ามามีส่วนร่วม เช่น การเป็นคณะกรรมการของกลุ่ม ฯ การพัฒนาศักยภาพการบริหารจัดการที่ดีของกลุ่มออมทรัพย์เพื่อการผลิตตำบลท่าโพ ได้แก่การจัดทำบัญชี การรับฝากเงิน การจ่ายเงินปันผล การจ่ายเงินกู้ และการศึกษาดูงานนอกสถานที่ ผลการทดสอบความแตกต่าง POST-PRE โดยใช้สถิติทดสอบ Paired t–test พบว่า มีนัยสำคัญทางสถิติ = .01 แสดงว่า POST>PREThis research aims to study the management of savings groups to produce Thapho Uthaitani.
