การจัดตั้งชุมชนไทยในเขตบริหารพิเศษฮ่องกง สาธารณรัฐประชาชนจีน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษารูปแบบการจัดตั้งชุมชนชาวไทยในเขตบริหารพิเศษฮ่องกง สาธารณรัฐ ประชาชนจีนตั้งแต่อดีตจนถึงสภาพปัจจุบัน เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างที่ใช้ในการศึกษา เป็นชาวไทยที่ดำรง อยู่ในพื้นที่ เกาลูน ตั้งแต่ 10 ปีขึ้น ใช้การสัมภาษณ์เชิงลึกจนกว่าข้อมูลจะอิ่มตัวจำนวนไม่ต่ำกว่า 50 ท่าน ใช้วิธีเลือกกลุ่ม ตัวอย่างแบบลูกโซ่ โดยอาศัยการแนะนำของกลุ่มตัวอย่างที่ได้เก็บข้อมูลไปแล้วที่ตรงกับผู้วิจัยต้องการ ผลการวิเคราะห์ พบว่า มีปัจจัยทั้ง 10 ประการที่มีความสำคัญต่อการจัดตั้งชุมชนชาวไทย ได้แก่ ปัจจัยด้านอาชีพมีการพัฒนาในด้านรายได้ ของสมาชิกเกิดจากฮ่องกงมีสภาวะเศรษฐกิจที่เอื้ออำนวย, ปัจจัยด้านสิ่งแวดล้อมฮ่องกงมีการพัฒนาในด้านสาธารณูปโภค อย่างรวดเร็วเนื่องจากฮ่องกงเป็นเมืองที่มียุทธศาสตร์ทางการค้า, ปัจจัยด้านขนาดของชุมชนมีการพัฒนาการทางด้านรายได้ ของสมาชิกจึงมีความพยายามรวมตัวกันเพื่ออาศัยอยู่ในชุมชน, ปัจจัยด้านความหนาแน่นของประชากรฮ่องกงมีการจัดการ ผังเมืองใหม่จึงเกิดเป็นแหล่งชุมชนคนไทยในย่านเกาลูน, ปัจจัยความต่างแบบหรือความเป็นแบบเดียวกันของประชากร มีการสร้างบรรยากาศเป็นเอกลักษณ์ไทยจนหลากหลายผู้คนได้รับรู้, ปัจจัยด้านความแตกต่างทางสังคมและการแบ่งชั้น ทางสังคมมีการบังคับใช้กฎหมายอย่างจริงจังลดความเหลื่อมล้ำทางสังคมได้, ปัจจัยด้านการเคลื่อนที่ทางสังคมคนไทย มีจุดมุ่งหมายมาเพื่อยกระดับรายได้ทั้งนี้เดินทางระหว่างไทยกับฮ่องกงมีความสะดวก, ปัจจัยด้านระบบของการกระทำ ระหว่างกันมีการรวมกลุ่มของสมาคมรวมไทยในการประสานกิจกรรมต่าง ๆ ทำให้สมาชิกในชุมชนเริ่มเห็นประโยชน์ จากความร่วมมือนำไปสู่ปัจจัยด้านสมาชิกมีจิตสำนึกต่อสาธารณะจึงได้รับการสนับสนุนจากภาครัฐฮ่องกงเพื่อช่วยเหลือ คนไทย และปัจจัยด้านสวัสดิการของภาครัฐคนไทยคำนึงถึงประโยชน์จากการได้รับสิทธิต่าง ๆ มีความพยายามต้อง วิซ่าถาวรเพื่อคุณภาพชีวิตที่ดีของตน จากผลการวิจัยนำไปกำหนดแนวทางและพัฒนาส่งเสริมให้ชุมชนคนไทยให้มีความแข็งแกร่งและเติบโตขึ้น โดยผ่านการผสานความร่วมมือทั้ง 3 ด้าน คือ ด้านสมาชิกในชุมชน ภาครัฐฮ่องกง และภาครัฐไทย ในการกำหนดแนวทาง ในการพัฒนาชุมชนเพื่อยกระดับเศรษฐกิจและความสัมพันธ์ระหว่างประเทศได้ทั้งทางตรงและทางอ้อมThis research’s objective is to study the way to establish Thai Town Community in Hong Kong, China from the past until present. Researcher employed qualitative research. The sampling group are Thai who live in Kowloon at least 10 years. In-dept interview with 50 samples were collected. Snowball Sampling method by recommendation from previous interviewee also used in this research to collect all needed information for analysis. The result revealed that there are 10 factors influencing the establishment of Thai Town Community on the following: Occupation factor, Hong Kong has admirable economic that leads to gain high income positively. Environmental factor, Hong Kong is a strategic trading city so it influences rapidly developed infrastructure. Community extension’s factor, as community member gains higher income, they tends to gather together in their own community. Population density’s factor, due to a new urban planning strategy, Thai Community mostly live in Kowloon area. Similarity and differentiation of population’s factor, the community atmosphere is uniquely Thai style that everybody would feel it. Social class and discrimination factor, strictly law are adopted to minimised problem. Population migration’s factor, Thai’s purpose on immigration is to increase their income besides the fact that is precisely convenience in transportation between the countries. Integration factor, Collective society among Thai people in various kind of activities arouses their interest in understanding of advantageous in collaborating together within community. Their social responsibility positively admirable to Hong Kong government so that they are more willingly to help Thai people. State welfare factor, Thai people are enthusiastic toward social welfare therefore they attempt to obtain permanent resident permit in order to have higher living standard. Research results will be employed to develop Thai community’s establishment and expansion strongly by collaborating with three sectors which are Thai community members, Hong Kong governmental organization and Thai governmental organization. Moreover, it will determine strategy to develop community that will increase economic level and international relationship between both countries
