รูปแบบและการจัดการตลาดความรู้ทางธุรกิจเคลื่อนที่เพื่อประชาชน กรณีศึกษา เทศบาลตำบลมะกอกเหนือและตำบลพนมวังก์ อำเภอควนขนุน จังหวัดพัทลุง

Abstract

         การวิจัยครั้งนี้ มีจุดประสงค์เพื่อศึกษาและเปรียบเทียบความพร้อมของชุมชนต่อการพัฒนาพื้นที่ ด้านการจัดการตลาดความรู้ทางธุรกิจเคลื่อนที่สำหรับประชาชน ตามแนวคิดของปรัชญาเศรษฐกิจพอเพียง ของเทศบาลตำบลมะกอกเหนือและตำบลพนมวังก์ อำเภอควนขนุน จังหวัดพัทลุง ระเบียบวิธีวิจัยใช้การวิจัยเชิงคุณภาพ โดยการรวบรวมขอ้มูลจากการศึกษาเอกสารราชาการที่เกี่ยวข้อง การสัมภาษณ์เชิงลึก การสนทนากลุ่ม และการสังเกตแบบไม่มีส่วนร่วม กลุ่มตัวอย่าง ได้แก่ ผู้ที่มีส่วนเกี่ยวข้องกับโครงการขอใช้ที่ดินของมูลนิธิชัยพัฒนา ในพื้นที่ของเขตเทศบาลตำบลมะกอกเหนือและตำบลพนมวังก์ อำเภอควนขนุน จังหวัดพัทลุง ซึ่งมาจากหน่วยงานภาครัฐ ภาคเอกชน ผู้นำชุมชน กลุ่มธุรกิจชุมชน และกลุ่มองค์กรชุมชนท้องถิ่น ในการวิจัยครั้งนี้ ผู้วิจัยใช้วิธีการเลือกกลุ่มตัวอย่าง แบบเจาะจง (Purposive Random Sampling) โดยผู้ให้ข้อมูลหลัก (Key Informants) ในการสัมภาษณ์แบบเชิงลึก (In-depth interview) จำนวน 31 คน ได้แก่ หัวหน้าส่วนราชการของจังหวัดพัทลุงที่เกี่ยวข้องกับการพัฒนาชุมชน 5 คน และนายกเทศมนตรี นายกองค์การบริหารส่วนตำบล หัวหน้าราชการส่วนท้องถิ่น ผู้นำชุมชน และผู้นำองค์กรชุมชนท้องถิ่น พื้นที่ละ 13 คน การสนทนากลุ่ม (Focus Group) จำนวน 30 คนประกอบด้วย ผู้ใหญ่บ้าน สมาชิกเทศบาล สมาชิกองค์การบริหารส่วนตำบล เจ้าหน้าที่ของเทศบาล เจ้าหน้าที่ขององค์การบริหารส่วนตำบล ผู้รับผิดชอบงานพัฒนาชุมชน กลุ่มธุรกิจชุมชน และปราชญ์ชาวบ้าน พื้นที่ละ 15 คน         ผลการวิจัยพบว่า ปัจจัยที่มีผลต่อความพร้อมของชุมชนต่อการพัฒนาพื้นที่ ในด้านรูปแบบและการจัดการตลาดความรู้ทางธุรกิจเคลื่อนที่เพื่อประชาชน ประกอบด้วย 10 ปัจจัย ได้แก่ 1. ด้านศักยภาพของทุนชุมชน 2. ด้านการบริหารและการจัดการชุมชน 3. การน้อมนำปรัชญาของเศรษฐกิจพอเพียงมาประยุกต์ใช้ 4. ความสัมพันธ์ทางสังคมและวัฒนธรรม 5. แกนนำของชุมชน 6. การรวมกลุ่มขององค์กรชุมชน 7. การมีส่วนร่วมในการบริหารจัดการชุมชน 8. ภาคีเครือข่ายและหน่วยงานสนับสนุน 9. การจัดการการเรียนรู้ของชุมชน และ 10. การสื่อสารชุมชน          The purpose of this research was to study and compare the readiness of the community to develop the area concerning marketing knowledge management of dynamic community business for   the public which was based on the concept of sufficiency economy of municipalities and the administrative organizations of Makok Nua and Phanomwang Sub-districts of Khuan Khanun District, Phatthalung Province. Qualitative research was the research methodology consisting of studying the documents, focus group, non-participatory observation and in-depth interviews. The samples were those involved with the land use project of Chaipattana Foundation in the area of Makok Nua and Phanomwang Sub-district in Khuan Khanun District, Phatthalung Province were from the government sectors, private agencies, community leaders, occupational groups, and local community groups,They were selected by using purposive sampling method. The key informants in in-depth interviews were 31 leaders namely, 5 heads of government agencies in Phatthalung province related to community development and 13 people each form mayor, chief executive of the subdistrict administrative organization, head of local government, community leaders and local community organization leaders.  Thirty people attended the focus group discussion consisted, village headman, member of the municipal council, member of the sub-district administrative organization council, subdivision chief, occupational groups and village philosophers.        It was found that there were 10 factors affecting communities’ readiness for Area Development in term of marketing knowledge management of dynamic business for the public 1) the potential of community capital, 2) communities’ management and administration, 3) the philosophy of sufficiency economy, 4) social and cultural relations, 5) community leaders, 6) grouping of community organizations, 7) participation in community management, 8) parties, networks and support agencies, 9) community knowledge management, and 10) community communication
