ความเป็นพลเมืองของผู้นำองค์กร ภาคประชาสังคม

Abstract

          เครือข่ายภาคประชาสังคมจังหวัด เป็นองค์กรภาคประชาสังคมที่จัดตั้งขึ้น โดยสภาพัฒนาการเมือง เป็นหน่วยที่มีความใกล้ชิด มีความเข้าใจในปัญหา และความต้องการของประชาชนในชุมชน และช่วยส่งเสริมวัฒนธรรมประชาธิปไตย คณะทำงานเครือข่ายฯ ของจังหวัดชลบุรี ประกอบไปด้วยตัวแทนจากหลากหลายภาคส่วน ได้เข้ามาร่วมกันทำงาน โดยการวิจัยพบว่า คณะทำงานทุกคนมีความเข้าใจและตระหนักถึง ความสำคัญของสิทธิเสรีภาพ และความเป็นพลเมืองในระบอบประชาธิปไตยเป็นอย่างดี ขณะเดียวกันก็เห็นความสำคัญขององค์กรภาคประชาสังคมในฐานะที่เป็นพื้นที่กลาง ที่เป็นเสมือนพื้นที่สาธารณะ ที่ทุกภาคส่วนจะได้เข้ามาพูดคุยกัน ได้มาแสดงออกซึ่งความเป็นพลเมือง กันได้อย่างเต็มที่ ซึ่งเป็นการส่งเสริมประชาธิปไตยแบบปรึกษาหารือ และถึงแม้ว่าเครือข่ายภาคประชาสังคมจังหวัด จะถูกยุบไปจากคำสั่งของคณะรักษาความสงบแห่งชาติ แต่คณะทำงานก็ยังคงติดต่อและขับเคลื่อนงาน ในรูปของสภาพลเมือง สิ่งนี้แสดงให้เห็นชัดเจนถึงความเป็นพลเมืองที่มีในคณะทำงาน           Provincial civil society network, a civil society organization established by the Political Development Council, was a unit that closed to, understood problems, needs of people in the community, and helped promote democratic culture. Working group Network of Chonburi province consisted of representatives from various sectors that came to work together. The research found that all working group members understood and realized the importance of rights, liberty and the citizenship in the democratic regime. At the same time, they were fully aware of the importance of civic organizations as a central area, as public sphere, where all sectors can come to discuss and to fully represent the citizenship. This is a deliberative democracy promotion. Although the provincial civil society network was aborted by the order of the National Council for Peace and Order but the working group is still kept in touch with and mobilized in the form of Citizen Council. This vividly shows the strong citizenship in the working group.
