วัฒนธรรมทางการเมืองของไทย : ปัญหาเชิงโครงสร้าง

Abstract

          วัฒนธรรมทางการเมืองเป็นหนึ่งในคำอธิบายที่จะช่วยทำให้เข้าใจได้ถึงปัญหาการเมืองไทยที่ยังไม่เป็นประชาธิปไตย นั่นเพราะวัฒนธรรมทางการเมืองสะท้อนถึงโครงสร้างที่ร่วมกันหล่อหลอมให้ผู้คนมีความโน้มเอียงทางการเมือง และแสดงออกในแบบที่ไม่เป็นประชาธิปไตยนัก โครงสร้างเศรษฐกิจ สังคม วัฒนธรรม การศึกษา รวมทั้งการเมือง ได้ร่วมกันหล่อหลอมกล่อมเกลาให้ผู้คนมีวัฒนธรรมทางการเมืองที่ไม่สอดคล้องกับประชาธิปไตย ขณะเดียวกันก็สร้างโครงสร้างที่ไม่เท่าเทียมกัน ทำให้คนกลุ่มเล็ก ๆ สามารถเข้าถึงและมีอำนาจทางการเมือง ในขณะที่คนส่วนใหญ่ถูกกีดกันออกจากการเมืองโดยไม่รู้ตัว แต่ให้พื้นที่เพียงแค่การเลือกตั้ง การแก้ปัญหาจึงไม่ใช่การรณรงค์ให้ไปเลือกตั้ง การให้ความรู้ทางการเมือง หรือเพียงแค่ร่างกฎหมายให้ประชาชนมีสิทธิและเสรีภาพเพิ่มขึ้น แต่คือ การแก้ปัญหาเชิงโครงสร้างทั้งระบบ เพื่อให้ทุกโครงสร้าง ระบบ และกลไก รวมทั้งปัจเจกชนทั้งหลาย มาร่วมกันขับเคลื่อนและร่วมแก้ปัญหาพร้อมกัน           Political culture is one of the key explanations to help understanding Thailand’s undemocratic politics, that's because the political culture reflects the cultivated structure that socializes people’s political orientation and expresses in an undemocratic way. Economic, social, cultural, education and political structures are major contributions to political culture that is inconsistent with democracy, and, at the same time, create an unequal structure that allow a certain small group of people to access to political power. While people are excluded from politics, election has been granted and promoted. Apparently, the right solution is not merely a campaign for election, giving political knowledge or drafting laws to give people greater right and freedom but to solve structural problems entire the system and mechanisms together with involving individuals and solving problems together.
