ความรู้ความเข้าใจในการสร้างแผนกลยุทธ์การเพิ่มขีดความสามารถของชุมชน จังหวัดเชียงใหม่ ภายใต้กรอบประชาคมอาเซียน

Abstract

          การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบผลจากการให้ความรู้ความเข้าใจเกี่ยวกับการสร้างแผนกลยุทธ์การเพิ่มขีดความสามารถของชุมชน จังหวัดเชียงใหม่ ภายใต้กรอบประชาคมอาเซียน ทั้ง 9 ด้าน   ได้แก่ ด้านธุรกิจชุมชน ด้านการเกษตร ด้านองค์กรปกครองส่วนท้องถิ่น (อปท.) ด้านสุขภาพ อนามัยและสิ่งแวดล้อม ด้านทรัพยากรธรรมชาติ ด้านเด็กและเยาวชน ด้านผู้สูงอายุและผู้พิการ ด้านการศึกษา และด้าน   สังคมและวัฒนธรรม กลุ่มตัวอย่างเป็นตัวแทนจากองค์กรปกครองส่วนท้องถิ่น จำนวน 36 คน จาก 9 อำเภอ ในจังหวัดเชียงใหม่ และสมัครใจเข้าร่วมอบรม เป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory    Action Research: PAR) และวิเคราะห์ศักยภาพด้วยวิธีการ SWOT โดยประเมินจากแบบฟอร์มการสร้างแผนกลยุทธ์ของชุมชนและแบบทดสอบความรู้ความเข้าใจก่อนและหลังการจัดทำกระบวนการสร้างแผนกลยุทธ์   สถิติที่ใช้วิเคราะห์ข้อมูลคือ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และ Wilcoxon Matched Pairs Signed Rank Test          ผลการวิจัยปรากฏว่า คะแนนเฉลี่ยความรู้ความเข้าใจเกี่ยวกับการสร้างแผนกลยุทธ์การเพิ่มขีดความสามารถของชุมชน จังหวัดเชียงใหม่ ภายใต้กรอบประชาคมอาเซียน หลังการอบรมสูงกว่าก่อนการอบรม  อย่างมีนัยสำคัญทางสถิติที่ระดับ .05           The purposes of this research were to study and to compare the understanding of the creation of the strategy to raise the potential of Chiang Mai communities under 9 types of ASEAN community: community business, agriculture, local administrative organization, hygiene and environment, natural resources, children and youth, elderly and disable people, education, and social and cultural. Therefore, the sample was the 36 agents from local administrative organization from 9 districts in Chiang Mai who were willing to participate this seminar. Participatory action research (PAR) and the SWOT analysis were used in this research. The research instruments were the form creation strategic plan for the community and a cognitive creating strategic plans was collected two phases; pre-test and post-test. The statistical method for analyzing the data were mean, percentage, standard deviation, and Wilcoxon Matched Pairs Signed Rank test.          The results indicated that the post-test scores for understanding of creating strategic plans to enhance the ability of Chiang Mai communities in ASEN community were higher than the pre-test scores, statistically significant difference at .05 level.
