สมรรถนะที่พึงประสงค์ของแรงงานทักษะวิชาชีพระดับประกาศนียบัตรวิชาชีพชั้นสูง (ปวส.) สาขางานเทคนิคยานยนต์ตามความต้องการของสถานประกอบการในธุรกิจอุตสาหกรรมยานยนต์และชิ้นส่วนในจังหวัดชลบุรี

Abstract

          การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาสมรรถนะที่พึงประสงค์และหาแนวทางการพัฒนาของแรงงานทักษะวิชาชีพระดับประกาศนียบัตรวิชาชีพชั้นสูง (ปวส.) สาขางานเทคนิคยานยนต์ ตามความต้องการของสถานประกอบการในธุรกิจอุตสาหกรรมยานยนต์และชิ้นส่วนในจังหวัดชลบุรี ซึ่งใช้การวิจัยแบบผสมผสาน สำหรับการศึกษาเชิงปริมาณ เก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง คือ ผู้บริหารฝ่ายทรัพยากรมนุษย์ เจ้าหน้าที่ผู้ปฏิบัติงานการคัดเลือกพนักงานและหัวหน้างานของชมรมบริหารบุคคลธุรกิจอุตสาหกรรมยานยนต์ชิ้นส่วนในจังหวัดชลบุรี กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางของเครซี่และมอร์แกน โดยวิธีการสุ่มแบบแบ่งชั้น (Krecie & Morgan, 1970, p. 608 อ้างถึงใน ธีรวุฒิ เอกะกุล, 2549) จำนวน 144 คน โดยใช้แบบสอบถามประเภทตรวจสอบรายการ (Checklist) และมาตราส่วน(Rating scale) สถิติที่ใช้ในการวิเคราะห์ คือ ค่าร้อยละค่าเฉลี่ย (x) และส่วนเบี่ยงเบนมาตรฐาน (SD) ในส่วนการศึกษาเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ คือ ผู้บริหารสถานศึกษาจำนวน 2 คน ครูผู้สอนจำนวน 2 คน ผู้บริหารสถานประกอบการและหัวหน้างานจำนวน 5 คน ใช้การสุ่มตัวอย่างแบบเจาะจง เครื่องมือที่ใช้ คือ แบบสัมภาษณ์กึ่งโครงสร้าง และวิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหา          ผลการศึกษาเชิงปริมาณ พบว่า ผู้ตอบแบบสอบถามให้ความสำคัญกับสมรรถนะทุกด้าน ในระดับมากโดยให้ความสำคัญกับด้านสมรรถนะหลักและสมรรถนะทั่วไปมากที่สุด รองลงมาคือ ด้านคุณลักษณะที่พึงประสงค์และด้านสมรรถนะวิชาชีพสำหรับผลการศึกษาเชิงคุณภาพบว่า ผู้ให้ข้อมูลหลักส่วนใหญ่มีความต้องการให้ผู้จบการศึกษารู้จักรับผิดชอบหน้าที่ต่อตนเองและส่วนรวมมีความสามารถในการรับรู้การสื่อสารที่เหมาะสมมีคุณธรรมจริยธรรม มีจรรยาบรรณวิชาชีพ มีความเสียสละ ความซื่อสัตย์สุจริต ความกตัญญูกตเวที ความอดกลั้น สุดท้ายคือ การมีจิตสำนึกและเจตคติที่ดีต่อวิชาชีพและสังคม รวมทั้งแนวทางการพัฒนาสมรรถนะที่พึงประสงค์ของแรงงานทักษะวิชาชีพระดับประกาศนียบัตรวิชาชีพชั้นสูง (ปวส.) สาขางานเทคนิคยานยนต์ ตามความต้องการของสถานประกอบการในธุรกิจอุตสาหกรรมยานยนต์และชิ้นส่วนในจังหวัดชลบุรี จากผลการวิจัยที่ได้ครั้งนี้ ทำให้ทราบถึงความต้องการของสถานประกอบการที่ให้ความสำคัญเกี่ยวกับทักษะในการปฏิบัติงาน ของสมรรถนะที่พึงประสงค์ของแรงงานทักษะวิชาชีพระดับประกาศนียบัตรวิชาชีพชั้นสูง (ปวส.) สาขางานเทคนิคยานยนต์ ซึ่งสถานศึกษาต้องนำกรอบมาตรฐานคุณวุฒิอาชีวศึกษาแห่งชาติ ด้านคุณลักษณะที่พึงประสงค์ ด้านสมรรถนะหลักและสมรรถนะทั่วไป และด้านสมรรถนะวิชาชีพ มาปรับใช้เพื่อให้ตามความต้องการสถานประกอบการในธุรกิจอุตสาหกรรมยานยนต์และชิ้นส่วน ในจังหวัดชลบุรี          The objective of this research was to determine the desirable competency of workforce at the higher vocational diploma level majoring in automotive techniques according to the need of the automotive and parts industrial business operation organizations in Chonburi province. Mixed-method research design was adopted for this study. Regarding the quantitative design, the data were collected from 144 participants who were human resource executives, employee recruitment officials, and chiefs of automotive and parts industrial business personnel administration associations in Chonburi province through use of questionnaires and stratified random sampling by Krecie & Morgan. Statistics used in the study were percentage, mean score, and standard deviation. Regarding the qualitative design, the major informants were two educational institution administrators, 2 academic instructors, and the other five persons comprising the business organization executives and the chiefs of the work units. The data in this regard were obtained via specified sampling, and the instrument used regarding this was semi-structured interview; whereas, the data obtained with this regard were analyzed through a content-analysis method.          The findings from the quantitative design showed that the questionnaire respondents gave priority to all aspects of the competency rated at the ‘high’ level, core competency as well as general competency were rated at the highest level, followed by desired attributes and the professional competency. The findings from qualitative design revealed that most of the main informants required the graduates to be responsible for themselves, as well as for the common interest. In addition, they should be able to perceive proper communication, possess morality and professional ethics, devotion, integrity, gratitude, and patience. Last but not least, they should be conscious and possessed positive attitudes toward professions and societies. This includes guidance for competency development for workforce at the higher vocational diploma level majoring in automotive techniques in accordance with the need of the automotive and parts industrial business operation organizations in Chonburi province. The findings of this study enlighten that the aforesaid business enterprises focus their needs on the importance of professional skills of desired competencies for workforce at the higher vocational diploma level majoring in automotive technique. The respective academic institutes should apply the standard of the national vocational qualifications framework in terms of desired competency, core competency and professional competency to adapt to the needs of the respective enterprises in the automotive and parts industrial business operation organizations in Chonburi province.
