รูปแบบการบริหารงานวัดและประเมินผลในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา

Abstract

       การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาข้อมูลพื้นฐานสภาพการบริหารงานวัดและประเมินผลในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา จากเอกสารตำราวิชาการ งานวิจัยที่เกี่ยวข้องสัมภาษณ์ผู้บริหารระดับเขตพื้นที่การศึกษาและผู้บริหารสถานศึกษา จำนวน 16 คน และการสำรวจสภาพการบริหารงานวัดและประเมินผลจากผู้บริหารสถานศึกษาและครูวิชาการ จำนวน 686 คน 2) การสร้างและหาคุณภาพรูปแบบการบริหารงานวัดและประเมินผลในสถานศึกษา ขั้นพื้นฐาน ตรวจสอบความเหมาะสมและความเป็นไปได้ โดยผู้เชี่ยวชาญ จำนวน 5 คน 3) การทดลองใช้รูปแบบการบริหารงานวัดและประเมินผลในสถานศึกษาขั้นพื้นฐานในสถานศึกษาขั้นพื้นฐานที่มีคุณสมบัติตามเกณฑ์ จำนวน 1 แห่ง และ 4) การประเมินผลการใช้รูปแบบการบริหารงานวัดและประเมินผลในสถานศึกษาขั้นพื้นฐาน โดยพิจารณาจากความคิดเห็นของผู้บริหารสถานศึกษา ครูและครูบุคลากรในสถานศึกษาที่ทำการใช้รูปแบบ จำนวน 15 คน       ผลการวิจัย พบว่า      1. การศึกษาข้อมูลพื้นฐานสภาพการบริหารงานวัดและประเมินผลในสถานศึกษาขั้นพื้นฐาน พบว่าส่วนประกอบของรูปแบบการบริหารงานวัดผลในสถานศึกษาขั้นพื้นฐาน ประกอบด้วย 3 ด้าน ได้แก่ 1) ด้านการบริหารการเตรียมการก่อนการวัดและประเมินผลการศึกษา ได้แก่ การเตรียมการด้านปัจจัยการวัดและประเมินผลการวางแผนการวัดและประเมินผลการศึกษา 2) ด้านการบริหารการดำเนินการวัดและประเมินผลการศึกษา ได้แก่ การดำเนินการวัดและประเมินผลการศึกษา การวิเคราะห์ผลและการรายงานผลการวัดและประเมินผลการศึกษา และการนำผลการวัดและประเมินผลการศึกษามาใช้ปรับปรุงและพัฒนานักเรียน และ 3) ด้านการบริหารการประเมินและพัฒนางานวัดและประเมินผลการศึกษา ได้แก่ การประเมินงานวัดและประเมินผลการศึกษา การพัฒนางานวัดและประเมินผลการศึกษา และผลการศึกษาสภาพการบริหารงานวัดและประเมินผลในสถานศึกษาขั้นพื้นฐาน พบว่า มีสภาพการไม่ปฏิบัติสูงกว่าสภาพการปฏิบัติ          2. รูปแบบการบริหารงานวัดและประเมินผลในสถานศึกษาขั้นพื้นฐานที่สร้างขึ้น ประกอบด้วย 3 องค์ประกอบ ได้แก่ องค์ประกอบที่ 1 การบริหารการเตรียมการก่อนการวัดและประเมินผลการศึกษา องค์ประกอบที่ 2 การบริหาร การดำเนินการวัด และประเมินผลการศึกษา องค์ประกอบที่ 3 การบริหารการประเมินและพัฒนางานวัดและประเมินผลการศึกษา และผลการประเมินรูปแบบ พบว่ามีความเหมาะสมและความเป็นไปได้อยู่ในระดับมาก       3. การทดลองใช้รูปแบบการบริหารการวัดและประเมินในสถานศึกษาขั้นพื้นฐานที่ส่งผลให้ผู้บริหารครู และบุคลากรมีพฤติกรรมการปฏิบัติตามหลักการและขั้นตอนการบริหารงานวัดและประเมินผลโดยสามารถปฏิบัติกิจกรรมตามขั้นตอนได้เป็นรูปธรรมชัดเจน       4. การประเมินผลรูปแบบการบริหารงานวัดและประเมินผลในสถานศึกษาขั้นพื้นฐานความคิดเห็นเกี่ยวกับความเป็นไปได้ ความเหมาะสม และความเป็นประโยชน์ พบว่า โดยภาพรวมมีความเป็นไปได้อยู่ในระดับมาก และความเหมาะสม ความเป็นประโยชน์อยู่ในระดับมากที่สุด        This research aimed to 1) analysis synthesis the concept and the states of measurement and evaluation management in the basic schools under the primary educational service area office from documents academic texts related research and survey from 590 teachers. 2) to construct and find the quality of measurement and evaluation management model in Basic schools by testing the suitability and the probability of 5 experts. 3) to implement the measurement and evaluation model of 1 best qualified school and 4) to evaluate implementation of the measurement and evaluation model in the Basic schools by considering from the school directors and teachers used the model in the total of 15.        The findings were as follows:       1. To analysis synthesis the concepts and the states of measurement and evaluation in the basic school. It was found that the components of measurement and evaluations consisted of three factors; 1)the preparation of measurements and evaluation were the preparations of factors of measurement and evaluation, the planning of measurement and evaluation 2) the service of measurement and evaluation; such as, the measurement and evaluation management, the analysis of measurement and evaluation and the reports the results of measurement and evaluation management to implement the results to improve and develop the learning instruction 3) the evaluation and the results of the study of states of measurement management and evaluation it was found that the state of the behavior of doing. 2. The models of measurement and evaluation constructed consisted of 5 main components; 1) the preparation of measurement and evaluation management 2) the acting of measurement 3) the evaluation management and the development of models. It was found that it was suitable and possibility in the high level. 3. The implementation of the model in the basic schools effected to the school directors teachers having better behaviors measurement and evaluation activities. It is clear in doing activities step by step. 4.The evaluation of model was better and more developing. In overall it was suitable and possible and useful in the high level. management of academic teachers and school directors was in a low level and the needs to develop the measurement and evaluation were in a high level.          2. Measurement and evaluation management model in basic Education under office of Primary Education consisted of 1 introduction 2 system 3 model implementation 4 evaluation and 5 the condition of successful.          3. To implement the measurement and evaluation model in the basic Education under the office of Primary Education, the teachers get the knowledge and the understanding were in the high level and the result of the practicum in the high level too.          4. The evaluation in the aspect of satisfaction towards the measurement and evaluation model in basic Education under the office of primary Education was found that the satisfaction of teachers were in a high level.
