การจัดทำแผนการดำเนินงานการบริหารจัดการด้านสิ่งแวดล้อมของโรงเรียนจักรคำคณาทร จังหวัดลำพูน

Abstract

         การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัญหา และข้อเสนอแนะการดำเนินงานบริหารจัดการด้านสิ่งแวดล้อมของโรงเรียนจักรคำคณาทร จังหวัดลำพูน 2) ศึกษาการดำเนินงานบริหารจัดการ ด้านสิ่งแวดล้อมของสถานศึกษาต้นแบบ 3) จัดทำแผนการดำเนินงานการบริหารจัดการด้านสิ่งแวดล้อมของโรงเรียนจักรคำคณาทร จังหวัดลำพูน ซึ่งได้ศึกษา 3 ขั้นตอนดังนี้ 1) การศึกษาสภาพปัญหา และข้อเสนอแนะการบริหารจัดการด้านสิ่งแวดล้อมของโรงเรียนจักรคำคณาทร จังหวัดลำพูน กลุ่มตัวอย่างได้แก่ ผู้บริหาร ครู และบุคลากรอัตราจ้าง จำนวน 136 คน เครื่องมือที่ใช้เป็นแบบสอบถาม 2) การศึกษาการดำเนินงานบริหารจัดการด้านสิ่งแวดล้อมของสถานศึกษาต้นแบบ กลุ่มเป้าหมายใช้การเลือกแบบเจาะจง ได้แก่ ผู้บริหาร หัวหน้างานผู้รับผิดชอบงานด้านสิ่งแวดล้อม และครูผู้ปฏิบัติงานด้านสิ่งแวดล้อมของสถานศึกษาต้นแบบ จำนวน 6 คน เครื่องมือที่ใช้เป็นแบบสังเคราะห์เอกสารและแบบสัมภาษณ์แบบมีโครงสร้าง 3) การร่างและตรวจสอบแผนการดำเนินงานการบริหารจัดการด้านสิ่งแวดล้อมของโรงเรียนจักรคำคณาทร จังหวัดลำพูน กลุ่มเป้าหมายใช้การเลือกแบบเจาะจง ได้แก่ ผู้บริหารกลุ่มงานวิชาการ ผู้บริหารกลุ่มงานอำนวยการผู้บริหารกลุ่มงานกิจการนักเรียน ผู้บริหารกลุ่มงานบริหารงานทั่วไป บุคคลที่ดำรงตำแหน่งหัวหน้างานสิ่งแวดล้อมหัวหน้างานส่งเสริมความประพฤติและวินัยนักเรียน หัวหน้างานส่งเสริมคุณธรรม จริยธรรมและศูนย์จริยศึกษา หัวหน้างานส่งเสริมประชาธิปไตย หัวหน้างานกิจกรรมพัฒนาผู้เรียน และหัวหน้างานนโยบายและแผนงาน จำนวน 10 คน ใช้การประชุมเชิงปฏิบัติการ เครื่องมือที่ใช้เป็นวาระ การประชุม การตรวจสอบแผนใช้ การตรวจสอบความถูกต้องความเหมาะสม และความเป็นไปได้ด้วยการใช้ฉันทามติจากคณะผู้ร่างแผน ผลการศึกษา พบว่า 1) สภาพปัญหา และข้อเสนอแนะการบริหารจัดการด้านสิ่งแวดล้อมของโรงเรียน โดยรวมมีการปฏิบัติอยู่ในระดับชัดเจนมาก 2) การดำเนินงานบริหารจัดการด้านสิ่งแวดล้อมของสถานศึกษาต้นแบบ พบว่า สถานศึกษาต้นแบบมีปฏิบัติครบทุกมิติ ได้แก่ มิติที่ 1 การกำหนดนโยบายด้านสิ่งแวดล้อมศึกษา มิติที่ 2 การกำหนดโครงสร้างการบริหารจัดการด้านสิ่งแวดล้อมศึกษา มิติที่ 3 การนำนโยบาย ด้านสิ่งแวดล้อมศึกษาสู่การปฏิบัติ มิติที่ 4 การกำกับ ดูแลติดตาม และประเมินผล และมิติที่ 5 ด้านอื่น ๆ 3) แผนการดำเนินงานการบริหารจัดการด้านสิ่งแวดล้อมของโรงเรียนยึดตามกรอบการจัดทำแผนของสถานศึกษา ประกอบด้วย (1) บทนำ (2) วิสัยทัศน์ พันธกิจ และเป้าหมาย (3) กลยุทธ์การบริหารจัดการ (4) โครงการ กิจกรรม เป้าหมาย และตัวชี้วัดความสำเร็จ การตรวจสอบแผน พบว่า ทุกกลยุทธ์ โครงการ และกิจกรรม มีความถูกต้อง เหมาะสม และเป็นไปได้          The purposes of the study were as follows: (1) to study the problems and suggestions of the environmental management operation for Chak Kham Khanathon School, Lamphun Province; (2) to study application of the environmental management operation of the model school; and (3) to make an environmental management operational plan for the school. The study was divided into 3 stages as follows. (1) To study the problems and suggestions of the environmental management operation for the school. The 136 participants of the study were school administrators, teachers and part-time staff. The research tool in the study was a questionnaire. (2) To study the environmental management operation of the model school, 6 participants, the administrators, the head of environmental responsibility section, and teachers who operated the environmental management operation of the model school, were specifically selected. The research tools were literature analysis and structure interview. (3) To write and check the environmental management operational planning the school, 10 target participants, a Deputy Director of Academic Affairs, a Deputy Director of Administration Department, a Deputy Director of Student Welfare, a Deputy Director of General Administration, a Head of Environmental Section, a Head of Student Behavior and Discipline Promotion Section, a Head of Moral and Ethic Promotion and Ethic Studies Section, a Head of Democratic Promotion Section, a Head of Student Activity Development Section, and a Head of School Policy and Planning Section, were specifically selected to participate a focused group meeting. The data were analyzed from the meeting results, the correctness, the appropriateness, and the possibility of the plan and the agreement of the meeting of the operational planning members. The research results were as follows: 1) the problems and suggestions of the environmental management operation for the school in overall were very clearly high. 2) The implementation of the environmental management operation of the model school had been done in all aspects; the aspect 1. Environmental policy of the school was made; the aspect 2. Environmental operational administration structure was operated, (3) the aspect 3. The implementation of the environmental policy was found, (4) the aspect 4. The follow up and evaluation had been administrated, and (5) the aspect 5. Other aspects; the integration between environmental studies and classroom had been administrated. 3) Environmental Management Operational Planning the school was based on the school plan frame work; (1) the introduction, (2) vision, mission and goal, (3) administration of strategic management, (4) project, activity, goal, and an indicator of success, plan checking. It revealed that all strategies, projects and activities were correct, appropriate and possible
