การศึกษากระบวนการนิเทศแบบเสริมพลังอำนาจในการสร้างประสิทธิภาพระบบการประกันคุณภาพ ภายในของศูนย์การศึกษาพิเศษ

Abstract

          การวิจัยในครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพและปัญหาในการดำเนินงานนิเทศระบบการ ประกันคุณภาพภายในของศูนย์การศึกษาพิเศษ และ 2) พัฒนากระบวนการนิเทศแบบเสริมพลังอำนาจในการ สร้างประสิทธิภาพระบบการประกันคุณภาพภายในของศูนย์การศึกษาพิเศษ กลุ่มตัวอย่าง คือ ผู้บริหาร  หัวหน้ากลุ่มบริหารงานและหัวหน้างานประกันคุณภาพภายในของศูนย์การศึกษาพิเศษในเขตภาคเหนือ ตอนล่าง จำนวน 56 คน ได้มาโดยใช้วิธีการเลือกแบบเจาะจง (Purposive sampling) เครื่องมือที่ใช้ในการ วิจัยครั้งนี้ ได้แก่ แบบสอบถามและแบบสัมภาษณ์เกี่ยวกับสภาพและปัญหาในการดำเนินงานนิเทศระบบการ ประกันคุณภาพภายใน แบบประเมินความเหมาะสมและความเป็นไปได้ของกระบวนการนิเทศแบบเสริมพลัง อำนาจ และแบบประเมินกระบวนการนิเทศแบบเสริมพลังอำนาจในด้านการใช้ประโยชน์ ด้านความเป็นไปได้  ด้านความเหมาะสม และด้านความถูกต้อง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วน เบี่ยงเบนมาตรฐาน ค่าความถี่ ค่ามัธยฐาน พิสัยระหว่างควอไทล์ (Q3 - Q1) และวิเคราะห์เนื้อหา (Content  analysis) ผลการศึกษาด้านสภาพและปัญหาในการดำเนินงานนิเทศระบบการประกันคุณภาพภายในของศูนย์ การศึกษาพิเศษ พบว่า 1) สภาพและปัญหาของการนิเทศงานด้านการประกันคุณภาพภายในของศูนย์ การศึกษาพิเศษในเขตภาคเหนือตอนล่าง มีสภาพของการปฏิบัติอยู่ในระดับมาก แต่ก็ยังคงมีปัญหาอยู่ในระดับ มากเช่นกัน 2) ผลจากการสร้างกระบวนการด้วยการศึกษาเอกสารและสัมภาษณ์ผู้เชี่ยวชาญ พบว่า กระบวนการนิเทศแบบเสริมพลังอำนาจ ประกอบด้วย 5 ขั้นตอน คือ ขั้นที่ 1 การสื่อสารสร้างความเข้าใจ ร่วมกัน ขั้นที่ 2 การร่วมกันวางแผนกำหนดเป้าหมายและแนวทางการดำเนินงาน ขั้นที่ 3 การจัดการความรู้ ในการดำเนินงานร่วมกัน ขั้นที่ 4 การร่วมกันสร้างบรรยากาศในการดำเนินงานนิเทศตามแผน และขั้นที่ 5 การร่วมกันสะท้อนผลการดำเนินงาน          The purposes of this research were 1) to study conditions and problems in supervision for internal quality assurance system in Special Educational Center and 2) to develop empowerment supervision process to enhance efficiency for internal quality assurance system in Special Educational Center. The sample were 56 administrators and group leader from lower northern regions of Special Educational Center by using purposive sampling. The research tools were questionnaire and interview form for conditions and problems in supervision for internal quality assurance system, suitability and possibility of empowerment supervision process evaluation form and empowerment supervision process          Evaluation form in utilization, possibility, suitability and validity. The data was analyzed by using percentage, mean, standard deviation, frequency, median, Interquartile Range-IQR (Q3-Q1) and content analysis. The results of conditions and problems in supervision for internal quality assurance system from lower northern Special Educational Center found that 1) the conditions and problems in supervision for internal quality assurance system from lower northern Special Educational Center not only had high level of performance but also a high level of problems 2) the result from creating the process by literature reviewing and expert interviewing found the empowerment supervision process consisted of 5 steps as followed: first: collaborative communication understanding, second: collaborative target planning and operation guideline, third: collaborative knowledge management, fourth: collaborative creating supervision atmosphere and fifth: collaborative operating reflection
