Lessons Learned from a Government owned Logistics Company: The Express Transport Organization (ETO)

Abstract

ในขณะที่ประเทศไทยกำลังตื่นตัวกับการพัฒนาระบบโลจิสติกส์ เพื่อรองรับการขยายตัวของภาคธุรกิจ จากกระแสโลกาภิวัตน์ และการเปิดเสรีทางการค้า หน่วยงานรัฐวิสาหกิจที่ให้บริการด้านการขนส่งสินค้า ซึ่งเป็นกิจกรรมหลักในระบบโลจิสติกส์ อย่างองค์การรับส่งสินค้าและพัสดุภัณฑ์ (ร.ส.พ.) ที่ก่อตั้งขึ้นตามพระราชกฤษฎีกาตั้งแต่ปี พ.ศ. 2496 กลับต้องประสบปัญหาภาระหนี้สินและการขาดทุนอย่างต่อเนื่องเป็นระยะเวลานาน จนถึงขั้นวิกฤตที่ไม่มีเงินทุนหมุนเวียนสําหรับจ่ายเงินเดือนแก่พนักงานได้ และต้องยุบเลิกกิจการลงในที่สุดเมื่อปลายปี พ.ศ. 2548 อันเป็นการปิดฉากธุรกิจขนส่งสินค้าและพัสดุทางถนนเพียงหนึ่งเดียวที่อยู่ภายใต้การดำเนินงานของรัฐ ซึ่งสวนกระแสการเจริญเติบโตของธุรกิจการให้บริการขนส่งสินค้าและโลจิสติกส์ของโลก บทความฉบับนี้ทำการศึกษาลักษณะและภาพรวมทางธุรกิจ ตลอดจนข้อจำกัดที่ทำให้ ร.ส.ท. ไม่สามารถพัฒนาตัวเองให้แข่งขันกับเอกชนได้ภายใต้สภาพการแข่งขันของกิจการรับขนส่งสินค้าทางถนนของประเทศไทย รวมทั้งนำเสนอแนวทางที่ผู้ประกอบการควรให้ความสําคัญสําหรับการดำเนินธุรกิจโลจิสติกส์ในยุคปัจจุบัน While the transport and logistics industry in Thailand was enormously expanding, the Express Transport Organization (ETO), a government owned and operated company for providing trucking freight services, could not stay viable. For the past 20 years, the ETO had experienced loss and accumulated debts. In 2005, the cabinet decided to dissolve the loss-making ETO as opposed to restructuring, which marked the end of its 53 years legacy.  This paper provides an overview of the one and only Thailand state-run trucking company.  The major factors leading to the lost of the company's competitive edge are examined. The paper also discusses the new trends in the logistics business and the reasons why state enterprises cannot compete with private companies. Finally, the role of the government in the national development of transport and logistics industry is justified.
